The European Chamber Working Groups are delighted to invite you to our next meeting on the unspoken parts of the 'New Infrastructure Plans', where members will discuss the costs and impacts of new energy vehicles to the logistics industry.
New Infrastructure Plans are one of the hot topics in China nowadays, where the Chinese state seeks to ensure the better development of the economy through the maintenance, development and construction of New Infrastructure across different sectors. The implementation of the plans has been fast, especially concerning new energy vehicles (NEVs), where its successful expansion would, in theory, help reducing emissions all around the country.
However, there are still many obstacles to overcome before NEVs can be normalised. Its first obstacle or impact would be seen in the business community, where national and local implementation of NEV policies have overlooked some hardships from companies or the infrastructure to support such expansion is far from the desired level, some being forced to throwing away not-so-old cars and others facing a lack of charging stations. NEV implementation impacts the supply chain, and it is necessary for the working groups to discuss the different perspectives, for our better understanding of the extent of the impacts.
This discussion hopes to bring relevant stakeholders to reach an understanding of the situation, and to further create a long-term communication channel with the relevant authorities and stakeholders to help shaping the NEV implementation in a more suitable manner.

Mr. Mats Harborn
Mr. Mats Harborn
Mr Mats Harborn is President of Scania China.
From May 2017 to May 2019 Mats Harborn was the President of the European Union Chamber of Commerce in China. He had served on the Chamber's Executive Committee since 2013, as Vice President and as States' Representative.
Mr. Harborn has been actively involved in Sino-European trade and business relations. In 2005, he was appointed as the Chairman of Swedish Chamber of Commerce in China, a position he held for 8 years. He has been the Chairman China Commercial Vehicles Board of ACEA (European Automobile Manufacturers' Association) since 2010.
Mr. Harborn has a proven record of successful introductions of products and companies into China over years. He is now the Executive Director of Scania China Strategic Office, responsible for setting strategies and paving the way for high end CV sales. He joined the company as the Managing Director of Scania China Representative office as well as Scania Sales (China) Co., Ltd in 2004 and held that position until 2010. From 1997 to 2000, he had been working for Swedish Embassy in Beijing as Commerical Councelor, a key position in Sino-Swedish commercial relations. In June 2000, he became the Marketing and Information Director of Ecolean AB, helping establish Ecolean as a credible business partner in juice and dairy industry and define it as a sustainable packaging solutions provider.
Mr. Harborn received a bachelor degree from Lund University on Oriental Studies and Business Admin (1984), and a training course from The Institute of Leadership (IFL) (2008).
As a multilingual user, Mr. Harborn has a wide ranging knowledge of Chinese culture and society beyond his business and rich expertise in cross-cultural management.
Ms. Jing Wu

Jing Wu is currently the Public Affairs VP of UPS China District, with responsibility of leading district Public Affairs team to support business growth and transformation through policy advocacy and risk management. Before UPS, Jing Wu was the Director of PR and Communication of ConocoPhillips China since 2017, in that role, she was responsible for restoring corporate reputation in China through holistic PR and Corporate Social Responsibility strategy.
Jing Wu was the National Chair of the European Chamber Logistics Working Group from 2020 to 2023.
Jing Wu holds the MBA degree from Manchester Business School.
Mr. Boyong Wang
Mr. Boyong Wang
Boyong Wang is the Strategic Partnerships Director of Smart Freight Centre. Boyong previously worked as Senior Project Manager for Swiss Development and Cooperation Agency (SDC) in China working on low carbon city development, and managed EU FP7 projects on carbon awareness within the transport sector.
Graduated from Johns Hopkins University School of Advanced International Studies in Bologna and Washington DC, Boyong returned to China in 2003 and has since developed into an experienced project manager working for EU China cooperation projects and international development institutions. He managed EU China Village Governance Project, EU China Information Society Project and EU Asia Business Roaming Project from 2003 until 2013 for 10 years before he joined the SDC.
Boyong has extensive experience in collaborating with government agencies and building up cooperation amongst cross sector stakeholders. Boyong is very enthusiastic about the freight sector and determined to make valuable contributions and change.
Mr. Bruce Shi
Mr. Bruce Shi
Bruce Shi is taking over responsibility on strategical sourcing covering entire IKEA customer fulfilment network in China, including fulfilment unit (customer distribution centre, parcel distribution centre), and last-mile delivery and services cross omni-channel network.
Bruce graduated from Nottingham university in UK with Master degree on operations management.
With over 15 years working in logistics industry, and 8 year in IKEA China in professional sourcing.
