Ministry of Ecology and Environment is organizing 2019 Annual Carbon Emission Data Reporting and Verification and Submission of List of Key Emission Entities from Power Generation Industry. The objective of this measure is to prepare a solid work in the construction of the national carbon emission right trading market, improve the allocation method of allowance, consolidate the data base and determine the list of key emission units. The work scope of the reporting and verification covers the industries of Petrochemicals, chemicals, construction materials, steel, non-ferrous, paper, electricity, aviation and other key emission sectors.
In order to enable our member companies to better understand data preparation requirements and methods, We are pleased to invite Mr. YU shengming, Deputy Director in CDM of National Center for Climate Change Strategy and International Cooperation, to introduce the basic situation of corporate carbon emission reporting and verification in recent years, and the latest requirements for reporting and verification in 2019 , and Mr. CHEN Zhibin,Senior Consultant at SinoCarbon to introduce the practices of enterprises on carbon emissions management.

Wangshu was the Deputy Director of the Climate Dep. of NDRC, having more than 10 years’ experience in the low carbon development and energy areas. He led a large number of Carbon Emission Trial projects, low carbon trial project in different provinces and the cities, and participated the legal document and policy drafting, Chinese carbon emission reducing target making and assessment, and the report drafting on the climate change in China. He also joined many international cooperation projects on the low carbon and carbon market eg. Market Partnership Reserve Fund of World Bank.
He is the key specialist of the EU -China Carbon Market Cooperation Platform, and plays the important role in EU- China Energy Dialogue and Cooperation, British Prosperity Fund project , and Chinese Energy and Low Carbon projects.

Shengmin graduated from the Department of Energy Engineering of Zhejiang University in 1994, and held a master’s degree in “Management Science and Engineering” from the School of Public Administration of Tsinghua University in 2002. He also received a Master of “Renewable Energy System Technology” from Loughborough University in the United Kingdom in 2007.
Shengmin worked in Jiangxi Xinyu Power Generation Co., Ltd. from 1994 to 1999; worked as an assistant researcher and associate researcher at the Energy Research Institute of the National Development and Reform Commission from 2002 to 2012. He has been working at NCSC since 2012, and currently serves as a deputy director of the market mechanism research department (clean development mechanism project management center). The research field is mainly for the market mechanism for responding to climate change and the monitoring, reporting and verification method of greenhouse gas emissions.
Mr. Zhibin CHEN
Mr. Zhibin CHEN
Zhibin is deeply involved in carbon market design and implement in China. Since 2013, he participants in developing and improving ETS policy in pilots including Beijing, Shanghai, Chongqing and Fujian. Meanwhile, he is one of the major experts to support the national ETS. Both in central government level and provincial government level, he participated in policy design projects including legislation, MRV rules, cap setting methods and allocation rules. He also conducts international cooperation ETS projects funded by World Bank, EU, ADB, UNDP, Norway, British, Australia, etc. Zhibin also provides market analysis and carbon management consultant services to large energy groups, including China Huadian Corporation, CLP group, BP, Shell, China Mobile, Yunnan Provincial Energy Investment Group, etc. Moreover, he has abundant experience in ETS capacity building projects. He delivered lectures to government officials and enterprises from China, Thailand, Vietnam, Brazil and Colombia.

He has been working on the carbon trading during the last decade. He was the Head of Emissions Trading for PetroChina, managing their carbon asset in the Europe and trading globally. At PetroChina, he did the first trade, when first 4 of the Chinese pilots carbon markets launched in 2013. He is now based in Shanghai helping Engie to build a leading trading business to support their international and domestic clients in China’s carbon and power market. His hands-on experience as a compliance entity and trading player in the EU ETS, investor in CDM projects, trader of allowances and CCER in China’s pilot markets, pioneer in China’s national ETS, gives him unique skillset to face the challenges in today’s global carbon markets.
