Decarbonization of the electric power system is the key to realize the “double carbon” target. EU SMEs have to increase the usage of renewable energy while decreasing coal power when facing the ever-growing demand in electricity. General Secretary Xi Jinping stressed in the report of the 20th Party Congress that "accelerating the planning and construction of a new type of energy system". The Action Programme for Peak Carbon by 2030 proposes to build a new type of power system with a gradually increasing proportion of new energy sources and to promote the optimal allocation of clean power resources on a large scale. Nowadays, the new power system is an important component of the new energy system and a key vehicle for achieving the "dual carbon" goal. Therefore, the European Chamber Shenyang Chapter and SIPC jointly organised a seminar to invite representatives of members to discuss the situation of the electricity market in Liaoning Province, the development of market transactions in 2023, that of green power business such as green certificates and virtual power plants, as well as the problems that users faced.

Published in June 2020 by the European Parliament and European Council, the European Union (EU) taxonomy for sustainable activities sets a framework to classify ‘green’ or ‘sustainable’ economic activities executed in the bloc. The aim is to fuel investments to meet the objectives outlined in the EU’s Green Deal strategies and achieve the sustainable transformation of the bloc’s economy.
Following the publication of the EU taxonomy, the People’s Bank of China (PBOC) and the European Commission published the first Common Ground Taxonomy (CGT) in November 2021, with further updates a year later. This document lists activities that meet green finance definitions in both the EU and China, making it easier for international investors to provide financial support to Chinese borrowers for sustainable projects.

This event will bring together China General Nuclear Power Corporation (CGN), the Jiangsu Provincial Power Trading Center, and experts in related fields to provide professional opinions and suggestions to participants. The seminar aims to jointly explore the current situation and development trends of the green power trading market in Jiangsu Province, as well as the interpretation of energy-saving and emission reduction policies and future implementation paths in Jiangsu Province under the dual-carbon targets. The European Green Deal sets out a clear path towards realising the European Union (EU's) ambitious target of a 55 per cent reduction in carbon emissions compared to 1990 levels by 2030, and to become a climate-neutral continent by 2050. As part of the EU Green Deal, a proposal for a Carbon Border Adjustment Mechanism (CBAM) has been introduced to prevent the risk of carbon leakage. China exports more manufactured goods and services to the EU than any other country; therefore the CBAM proposal and the amendments adopted by the European Parliament on 22nd June 2022 have raised concern among Chinese stakeholders.
