2018年以来，为了深化“放管服”改革，优化税收服务，财政部、国家税务总局出台了一系列增值税新政。特别地，国务院常务会议2018年3月28日研究确定三项深化增值税改革措施。从2018年5月1日起，降低增值税税率、提高小规模纳税人年销售额标准，并对先进制造业等行业符合条件的企业一次性退还留抵进项税额。2018年4月25日，国务院常务会议决定再推出7项减税措施，支持创业创新和小微企业发展。
