On 13 July 2023, the Cyberspace Administration of China, together with six other government agencies, jointly released China’s very first regulatory document governing generative artificial intelligence (AI) – Interim Measures on the Administration of Generative AI Services, which will become effective on 15 August 2023. The Measures apply to the use of generative AI technology to provide, to the general public within the Chinese territory, services generating texts, images, audio, video, or other such content, and set forth a series of compliance requirements relating to data, algorithms and content among other aspects. In the meantime, companies integrating AI into their business and operations also need to comply with broader data protection laws, regulations and standards, and make necessary adaptations to their existing compliance regime.

2023年7月13日,国家网信办、国家发改委、教育部、科技部、工信部、公安部以及广电总局联合发布了中国首份生成式人工智能监管文件——《生成式人工智能服务管理暂行办法》,后者将于2023年8月15日正式施行。《办法》适用于利用生成式人工智能技术向中国境内公众提供生成文本、图片、音频、视频等内容的服务,并就此提出了数据、算法、内容等方面的一系列合规义务。与此同时,企业在进行人工智能落地实践过程中,同样面临更为广泛的数据保护相关法律、法规、标准的要求,并需对既有合规体系进行必要调整。

5月30日,国家互联网信息办公室发布《个人信息出境标准合同备案指南(第一版)》(“备案指南”),为6月1日起执行标准合同的备案工作提供了指引,对个人信息出境标准合同备案方式、备案流程、备案材料等具体要求作出了说明。

On 30th May, the Cyberspace Administration of China (CAC) issued the Guidelines for Filing Standard Contracts for the Cross-Border Transfer of Personal Information (First Edition) (‘Filing Guidelines’), which provided guidance for the filing of standard contracts effective as of 1st June. The guidelines provided specific requirements for the filing methods, filing procedures, and filing materials for Standard Contract for Cross-border Transfer of Personal Information.

Originated from 2017, Micro-, Small and Medium-sized Enterprises (MSMEs) Day is observed annually on the 27th June to raise awareness about the important role played by MSMEs in the global economy and to recognize their contribution to sustainable development. This year, it is celebrated under the theme Resilience and Rebuilding to raise awareness of the tremendous contributions of MSMEs to the achievement of the United Nations Sustainable Development Goals.

European SMEs are the backbone of the EU economy, employing 100 million people and representing 99% of businesses. They contribute over half of Europe's GDP and add value to every sector. SMEs bring innovation to challenges such as climate change, resource efficiency, and social cohesion, and help spread it throughout Europe's regions. They are crucial to the EU's transition to a sustainable and digital economy, playing a key role in driving growth and creating jobs.

Therefore, the European Chamber organizes a webinar titled "HR for SMEs" to mark MSMEs Day. The webinar is aimed at equipping SME owners with insights and strategies on how to efficiently manage their human resources. It will emphasize the challenges faced by SMEs in attracting and retaining talents, identifying and nurturing talents, and creating a conducive work environment. The webinar will provide practical solutions and tips for HR management, which will be intended to empower SMEs to grow and thrive in today's competitive business environment.
