The European Union Chamber of Commerce’s Financial Services WGs have been working with the EU Delegation in Beijing to organise regular meetings with the regulators (CBIRC and CSRC). The next “seminar” should be held in the coming months. Cyber security, data transfer, data protection seem to be common issues that the whole industry has to face and would like to discuss with CBIRC. A virtual meeting between the banks, insurance and NBFI companies' COOs, CIOs, Heads of IT, Heads of Legal, Heads of Compliance was organised on November 17th to prepare the meeting thoroughly and identify concrete examples of areas where issues might arise.

The Personal Information Protection Law (PIPL) has come into effect on 1st November, 2021. This law affects every company and every industry’s handling of employee data including the collection, storage, and use of information. Similar to Europe’s GDPR, it brings about many questions and challenges for HR leaders in China looking to be compliant with this new regulation.

At this working group meeting, Ms Isabelle Hajjar, Head of Compliance - Cybersecurity & Data Privacy, TekID will examine key considerations for HR leaders from a cybersecurity perspective and Ms Jeanette Yu, Partner, CMS will share her expertise from a legal standpoint.

While subsidisation and its distorting impact on trade, investment and competitiveness has always been a controversial issue, in the past few years concerns over the potential of foreign subsidies to erode domestic markets and the potential of domestic players to compete at home and abroad have risen to alarming levels – and so have subsidy-related disputes. Countries like the EU, the US and China have exchanged recriminations over their respective subsidy regimes and, in the EU´s case, these rising concerns have led to the rolling out of an instrument aiming to tackle distortive foreign subsidies.

However, so far there has been a lack of comprehensive data on how these different subsidy regimes look like. In order to address this gap, Global Trade Alert (GTA) compiled data on 18,137 corporate subsidies awarded by China, the EU, and the USA since November 2008 in order to develop its 28th GTA Report, which focusses on the subsidy regimes of these three players.

The European Chamber is thus pleased to invite you to join our upcoming event, where GTA Report co-author Professor Simon Evenett will provide an overview of the study. Professor Evenett will be joined by Ms Iana Dreyer, founder of Borderlex, and Professor Henry Gao from the Singapore Management University, who will the European and Chinese perspectives on subsidisation.

Extensive power cuts have and are continuing to cripple critical industrial outputs and create instability for the business landscape in China. With increased pressure from authorities to meet targets for energy reduction, the current power shortages experienced across the nation are at the forefront of China’s Carbon neutrality ambitions to peak carbon emissions by 2030 and ultimately achieve carbon neutrality by 2060. Issues are exacerbated by insufficient new energies power supply and surging prices of coal/gas that increase costs for power producers that will likely to persist this coming winter. However, we need to ensure that there is a balance between Energy Security and China’s long term carbon neutrality targets through a more sustainable approach.
