The recently amended Safety of Life at Sea Convention (SOLAS) on Verified Gross Mass (VGM) will take effect from July 1st, 2016 and will broadly affect shippers, forwarders and carriers. However, many detailed implementation rules remain unclear and need further interpretation and discussion.
