The European Chamber is happy to invite you to our upcoming breakfast seminar providing an analysis regarding China adjusted VAT & consumption tax policies for exported goods and services and business-related changes.
Two new set of regulations became effective on July 1, 2012, and have put the existing export tax refund (exemption) policies into a clear order. Cai Shui [2012] No. 39 (Circular 39) and SAT Announcement [2012] No.24 (Announcement 24), have been issued to make adjustments to the existing VAT & consumption tax refund (exemption) policies for exported goods and services.
We are delighted to announce that Ms. Liqun Gao, Partner, Deloitte, and Mr. John Wang, Partner, KPMG, will present the changes that have occurred, and will be happy to answer your questions on this topic.

Ms.Liqun Gao, Partner, Deloitte
Liqun Gao is the leader of Indirect Tax Group in Deloitte Eastern China. Since she joined Deloitte in
April 2000, Ms. Gao has provided Chinese tax advisory and compliance services to many multinational companies. Her professional experience includes general PRC tax and regulatory advisory, tax aligned supply chain, VAT and Customs issues in processing trade, mitigation of export VAT refund costs, foreign exchange issues, operating in special zones like free trade zones, export processing zones and bonded logistics parks.
Ms. Gao worked as a domestic expert with the National People's Congress and the Ministry of Finance in the drafting of the current VAT Law. She is included as indirect tax experts in the first edition of the Guide to the World’s Leading Indirect
Tax Advisers.
Mr. John Wang, Partner, KPMG
In his career as a tax consultant at KPMG, John has deployed the knowledge and skills acquired from both his work at the tax authority and his studies, and has rendered advice to multi-national clients in a wide variety of industries, incl. the manufacturing, trade, and service sectors. John has assisted many MNCs in their restructuring and M&A activities in China. John maintains good working relationship with many tax authorities and has helped many KPMG clients in their discussions and negotiations in respect of various tax matters with the tax authorities. John has been actively involved in the VAT reform Shanghai Pilot Program in helping companies get prepared for the reform.

Liqun Gao leads Deloitte's Indirect Tax Group in Eastern China. Since joining Deloitte in 2000, Liqun has provided Chinese tax advisory and compliance services to many MNC clients. Liqun has professional experience in advising clients in various industries including technology industry on indirect tax issues like VAT exemption and zero-rating for cross-border services, export VAT refund, Customs valuation and Customs classification. She has also assisted clients in discussions with the Ministry of Finance and the State Administration of Taxation on tax policy issues.
From 2006 to 2007, Liqun was on secondment at Deloitte’s London office.
Since 2007, Liqun was invited to work as a domestic expert with the National People's Congress and the Ministry of Finance helping to draft the New VAT Law. She is recognized as an indirect tax expert in the 2012-2018 editions of the Guide to the World’s Leading Indirect Tax Advisers.
