The EU Green Deal and China’s 30/60 Goals demonstrate that both parties share many common objectives related to achieving both a low-carbon economy and the UN’s Sustainable Development Goals, paving the way for businesses in the EU and China to engage and cooperate to create mutually beneficial commercial opportunities.
The European Chamber is glad to welcome Mr. Rainer Emschermann from DG CLIMA, who is coordinating EU-China climate cooperation, to visit our Beijing office on Thursday 18th January and share first-hand information about the EU’s climate and green transition policy landscape, including the RefuelEU aviation initiative, FuelEU Maritime Initiative, ETS reforms (e.g., phase out of free allowances, scope expansion), CBAM regulation and other regulations at the heart of the EU’s decarbonisation agenda; while representatives from various WGs such as energy, carbon market, aviation and aerospace, maritime manufacturing and industrial services, and automotive, will elaborate on China’s green transition push from the perspective of EU businesses.

Mr. Renato Roldao

ICF China Managing Director and Vice President – Green Transition China and East Asia and Deputy-Director of ICF Climate Centre. Renato is a climate, energy, and environment expert with nearly 20 years of experience in international climate policy, carbon markets, clean Energy, environmental issues, and sustainability. He has been working and living in Asia for over 15 years. He draws from extensive experience, including leading a delegation of observers to the United Nations Framework Convention on Climate Change (UNFCCC) for the Conference of Parties (COP) COP21 and COP22 conferences, as well as coordinating delegations of observers to the COP23 through COP28 conferences. Additionally, Renato has experience in supporting Emissions Trading System (ETS) policy design and implementation for the European Union, China, Korea, and Ukraine.
Renato is the project team leader of EU-China ETS Platform and the Support to EU Arctic Policy project. He is also a member of the supervisory board of the European Chamber of Commerce in China (EUCCC) and in that capacity he was elected to serve in the Executive Committee of EU Chamber for 1 year term (May 2023 – May 2024).
Renato earned a master’s degree in Chinese studies from University of Aveiro with a thesis on the use of renewable energies in northwest China. He also completed courses of the Master’s degree program in “Economics, energy, and environmental policy” before transitioning to a doctorate degree on “Sustainable energy systems” from the Massachusetts Institute of Technology (MIT) Portugal program.
Renato is an enthusiastic about digitalization and decarbonization and is shareholder of several startups in Portugal in the area of digitalization and decarbonization.

Mr. Ellery (Ruixin) Li
Ruixin currently works as the lead climate specialist at ICF International Consulting (Beijing). He has eight years of experience working on climate change issues and more than five years of experience implementing international cooperation projects. His focuses include carbon pricing mechanism, green finance, and sustainable aviation, etc. In addition, since 2014, Ruixin has been tracking international climate negotiations under the UNFCCC as an observer.

Tiger is the head of government affairs and public policies of MSC group in Greater China, and has built up close ties with the government, industries, trade associations, think tanks and other institutions. By his dynamic dialogue with the stakeholders and wide connections with the partners, Tiger has helped the expansion of MSC visibility and voice in China as the leading shipping and cruise company.
Tiger was the Chief Representative of the Conference of Asia-Pacific Express Carriers (CAPEC) in China from 2008 to 2018. As the opinion leader of the express delivery industry, Tiger represented the members to play the vital role in the public-private policy consultations in the areas of logistics, express and cross-border e-commerce, and participated into the legislative works and strategic dialogues ranging from trade promotion, cross-border facilitation to e-commerce laws. Tiger worked in the National People’s Congress for over five years and was assigned to the Chinese Embassy in the United States as a diplomat in 2001-2004.

Remi Paul, Safran China CEO since December 1st 2022, has had an extensive international career, working and living outside his native country, France during the last 21 years.
He started it in 1990 as a banker in a French bank international credit department, then in 1996 joined the French utility giant Compagnie generale des eaux (now Veolia), working as special advisor to the Senior Executive Vice President for international Affairs, then from 2002 as the Deputy general manager of Shanghai Pudong Veolia Water company, a joint venture with Shanghai Municipal Water Bureau. From 2008 until 2013 he was Managing director of Veolia Water operations in Russia, CIS and Turkey, based in Moscow, then from 2014 until 2022 joined French Aeronautics and Defence Company Thales as its Country Director in Russia and Kazakhstan, still based in Russia.

Clement Lix joined Air Liquide R&D in 2011 to improve the core technologies of the production units. In 2013, Clement joined i-Lab, the innovation lab of Air Liquide, to work on the Plant of the Future and participated to the creation of Air Liquide Digital teams. In 2016, Clement joined the Southeast Asia cluster to create the Smart Innovative Operations Centre in Kuala Lumpur, remotely operating and optimizing the 30 plants in the 12 countries of the area. He managed the Centre of Excellence. In 2020, Clement performed strategic studies in Air Liquide Head Office. In 2021, Clement joined Air Liquide Greater China cluster as Energy Transition Director. He supervises the energy management activities and support new projects for a low carbon society. He is also the National Vice Chair of the Energy Working Group, European Chamber.

Joakim Diamant currently serves as the Business Development Director at the Scania China Strategic Office since 2013. Prior to this, he worked at the Scania Head Office in Sweden from 2011 to 2013. Joakim also has a background in international trade and promotion, having worked at the Swedish Embassy in Beijing from 2005 to 2011, where he was involved in the Swedish Embassy CSR Centre and the Department for Economic Affairs & Trade Promotion. Before his diplomatic posting, Joakim gained experience at Zeller & Co AB from 2004 to 2005 and at Bulten Fasteners China from 2000 to 2001. He holds a Master of Business Administration from Vaxjö University and a Bachelor of Arts from Lund University, both located in Sweden.
