The European Chamber is delighted to invite our members to attend this webinar on how to Facilitate collaboration between educational institutions and businesses to foster the green skills.
Experts from education sector and European companies will share their insights and experience in the following areas:
· To acquire comprehensive understanding of recent advancements in vocational education within China and Europe, placing specific emphasis on the integration of green skills. This involves examining pertinent policies and delving into specific case studies.
· To comprehend the primary challenges confronting China in the promotion of green vocational education.
· To investigate inventive solutions to efficiently tackle the shortage of talent equipped with green skills, with the goal of narrowing the gap between Chinese vocational schools and European businesses operating in China.

Background
Amidst the backdrop of the European Union's Green Deal and China's "3060 Carbon Neutral" initiative, the imperative for advancing sustainable development and nurturing green skills has soared to the forefront of both regions' priorities. A shared commitment to environmentally responsible industrial transformation has ignited robust collaboration between them. This collaboration underscores the pivotal role of cultivating a workforce proficient in green competencies and facilitating sustainable trajectories for enterprises to adopt eco-conscious industrial practices.
Within the realm of green development and green skills, it is essential to recognize several challenges that impede the realization of their full potential:
Supply Side: Vocational colleges, the primary hubs for talent cultivation, encounter various challenges:
Inadequate understanding of the specific needs of European businesses in China, leading to a lack of a communication platform.
The existing curriculum lacks a systematic approach to teaching theoretical knowledge in green skills.
Insufficient incorporation of practical exercises for green skills within the current curriculum.
Limited integration of assessments and evaluations related to the introduction of green skills.
Demand Side: Despite a heightened demand from European businesses in China for employees with green skills:
The rapid evolution of green technologies and equipment poses a challenge in quickly matching green skills.
Businesses lack stable, long-term talent pipelines that align with their requirements.
Substantial differences between general theoretical learning and the unique practical operations in enterprises are challenging to bridge.
Providing green skills training for existing employees requires significant internal resources (financial, faculty, etc.).
As a result, challenges from both the supply and demand sides contribute to difficulties in vocational college enrollment, student employment, and European businesses recruiting skilled workers in China. A systematic solution is urgently needed to address these obstacles and enhance the development of green skills, adapting to the continuous evolution of different industries towards sustainability.
背景
在欧盟绿色协议和中国"3060碳中和"倡议的背景下,促进可持续发展和培养绿色技能已成为两者的共识。共同致力于制造业产业绿色转型和促进环保产业的发展的点燃了两者之间强大的合作火花。这种协作需要培养懂得绿色技能的劳动力,同时企业采取具有生态意识的产业实践。欧洲在华企业对于其员工,特别是一线工人的绿色技能已经提出了更高的要求,但是依然存在不小的挑战:
供给端:职业院校作为人才培养的大本营,
- 对欧洲在华企业的具体需求不够了解,缺少沟通平台
- 现有的课程体系中,缺乏绿色技能理论知识的系统教授
- 同时,也并未形成绿色技能在企业中的实操练习
- 评估、考核部分对于绿色技能的引入较为有限
需求端:尽管欧洲在华企业对于职工的绿色技能提出了更高的需求,然而
- 绿色技术与设备更迭速度快,绿色技能难以快速匹配
- 对于企业而言,缺乏长期稳定、符合要求的人才输送渠道
- 同时,通用型理论学习与企业独特的实践操作中的巨大差异难以弥补
- 针对现有的员工,需要花费更多的内部资源(资金、师资等)进行绿色技能培训
因此,来自供给端与需求端的多重挑战导致职业院校招生难、学生就业难、欧洲在华企业招工难。三方遇到的障碍亟需一个系统性的解决方案,完善绿色技能的发展,以适应不同产业在绿色方向上的不断演变。

Shuhong WANG, Human Resources & Communication Vice President, Novo Nordisk (China) Pharmaceuticals Co., Ltd. She has over 20 years of experience in Human Resources with various firms. Before joining in Novo Nordisk (China) Pharmaceuticals Co., Ltd., she was the HR manager of Nokia China and AMECO (Aircraft Maintenance and Engineering Corporation)
Shuhong holds a bachelor degree in English and a Master Degree in Psychology and Master of EMCCC from Insead. And she also enrolled specific HR programs in international business schools like Carnegie Mellon and China Europe International Business School. She is certified facilitator for MBTI, OPQ, Belbin trained facilitator, and certified coach from CTI

Mr. Du Zhiqiang 杜志强
杜志强,男,教育学博士(自动化工程教育方向),主要研究在“双碳”背景下,绿色能源、绿色电网技术及和绿色电力系统建设相关的复合型人才培养。2022年担任第一届世界职业院校技能大赛-“碳中和可再生能源工程技术赛项”专家组组长。现为天津市职业培训包开发协会专家委员会专家;天津市新能源协会、天津市分布式发电与微电网技术创新战略联盟技术专家队伍专家组成员;河北省电工技术学会理事;天津市新能源协会常务理事;新疆工程学院客座教授。
Du Zhiqiang, Ph.D. graduate in Education with a specialization in Automation Engineering Education, directs his primary research towards fostering interdisciplinary talents in the realms of green energy, green grid technology, and the establishment of green power systems within the framework of "dual carbon."
In 2022, he led the expert group for the "Carbon Neutrality and Renewable Energy Engineering Technology" competition during the inaugural World Skills Competition for Vocational Colleges. Presently, he holds roles as an expert committee member at the Tianjin Vocational Training Package Development Association, a member of the expert group at the Tianjin New Energy Association and the Tianjin Distributed Power Generation and Microgrid Technology Innovation Strategic Alliance. He also serves as a director of the Hebei Electrical Engineering Society, an executive director of the Tianjin New Energy Association, and a visiting professor at Xinjiang Engineering University.
Ms. Jingyue HOU 侯靖岳
Ms. Jingyue HOU 侯靖岳
Ms. HOU Jingyue boasts over 7 years of extensive experience in international cooperation, with a specific emphasis on environmental issues and the circular economy, gained through her tenure at Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.
Within GIZ, Ms. HOU serves as the project manager for the Sino-German Project for Upgrading Plastics Management in Agriculture and the Sino-German Strategic Alliance for Advanced Biomethane Technology Project. Additionally, she contributed as a technical expert to the EU-funded Marine Litter project. In her role, Ms. HOU is responsible for facilitating seamless communication channels between German and Chinese ministries and private partners from both nations. She actively engages in the conceptualization and implementation of diverse project activities, with a particular focus on fostering circularity.
Ms. Sunny Sun
Ms. Sunny Sun
Ms. Sunny SUN joined Bernard Controls in 2014 in the position of HRD of Asia and then meanwhile takes the responsibility of MD of Bernard Controls China. Sunny has 20+ years working experience in high management and in the field of HR.
Bernard Controls is a multi-national company as the leader of electronic actuators world-wide. Their Chinese brand has the teams of factory, sales, R&D and operation depts which enhance Sunny the management ability in crossing fields and diverse culture. Before Joined BCC, Sunny worked in Funcom China as GM and she also served for Kingsoft and Datang Telecom as overseas BD manager.
Sunny received her EMBA in Robert School of Maryland University and she also takes the economics master degree of Renmin University. As a professional HR expertise, Sunny has strong knowledge in leadership development, cross-culture cooperation and implementation of HR& business.

Jasmine joined BMW Brilliance Automotive Ltd in August 2004. She is taking a few positions in BMW China including:
• Functional leader, Future Talent Programme and vocational education program
• BMW Group Master Trainer deliver the training programs
• Certified Gallup Strength finder coach
• MBTI facilitator
Jasmine is responsible for university collaboration strategy and execution and 8 different students’ programs, covering doctor degree, master degree, bachelor degree, vocational college and vocational school students and overseas Chinese students. Of which, since 2012, she has been engaged in launching, stabilizing, and executing BMW apprentice training strategy at BMW Brilliance, includes introducing the BMW apprentice training curriculum, set up 4 different apprentice professions, identify and maintain the cooperation with local partner school and college, design and construct the apprentice training facilities and so on. She has gained more than 10-year rich and practical apprentice training experience and has reported her insights and achievement to the minister of China Education Ministry and former Chancellor Merkel when she visited BMW Brilliance.
Jasmine holds a MBA degree from Northeastern University.
