China has significantly strengthened its governance of cybersecurity, data, and personal information protection through the implementation of three major laws and related regulations. As multinational enterprises expand into China, they need to comply with the requirements of cybersecurity and data protection systems while facing the challenges brought about by changes in regulatory rules to IT operational patterns.

Matthew Yang has more than 15 years of legal and management experience. He worked in the Ministry of Industry and Information Technology of The PRC, a well-known VC institution in China, and Beihang University successively. He has Chinese lawyer qualification, technical qualification of science and technology Information engineering engineer, fund qualification, etc. He has provided legal services in investment and financing projects and data compliance consulting projects. Served clients include CICS-CERT, China Centre for Promotion of SME Development, Bank OF CHINA, China Development Bank, China Mobile Communications Corporation, AECC, COFCO, Shenyang Aircraft co. ,LTD., and other central enterprises, large state-owned enterprises and public institution, the listed companies, growth/start-up enterprises, etc.

Ms. Lisa Lee
Lisa Lee is the Executive and Sales Leader of Kyndryl Greater China. In this role, she oversees customer engagements and sales operations across Mainland China, Hong Kong, and Taiwan, as well as partner alliances – all in support of our customers’ success.
Prior to this role, she served as IBM GCG Global Technology Services Client Solution Executive, where she focused on developing and driving large complex programs and engagements that involves client digital transformation delivering business growth, increasing profitability, and IT operational control.
Based on years of deep customer understanding and market insight, Lisa Lee believes that Kyndryl can offer customers more flexible and agile infrastructure management services through hybrid cloud networks and enhanced infrastructure services and operating models, assist them in digitizing their working processes, customize their future IT planning and digital operations blueprints, and ultimately achieve strategic transformation to continuously innovate business value in a rapidly evolving market.
Ms. Sarah Liu
Ms. Sarah Liu
Sarah currently works in the data field in Kyndryl, focusing on data related businesses in the digital transformation. As an experienced consultant, Sarah Liu has worked in the IT area for more than 10 years.
She once worked in the government responsible for the planning and construction of industrial big data center and participated in the high-level digital strategy design of the whole industry in government. She was as the digital strategy leader of lean operation management of former company.
Sarah also has participated in the construction of industrial projects in the regional digital economy and blockchain, serving as the digital solution architecture of projects. And completed the pilot project of public data asset vouchers, participated in the writing of the first cross-border data white paper in China.
She has an in-depth understanding of the data field, including data governance, data exchange, blockchain, privacy computing, etc. She plays the role to external association such as Digital Economy Association, Meta Universe Working Committee and blockchain technology alliance.
Ms. Susan Wang
Ms. Susan Wang
Susan WANG is currently with Anli Beijing Office as a partner in Corporate and M&A practice focusing on both inbound and outbound investments by Chinese SOEs and MNCs. Prior to joining Anli, she worked with Morrison & Foerster, King and Wood Mallesons and Dentons Europe/China.
Susan has over 16 years of corporate M&A practice experience with international law firms covering quite a broad area including natural resource and energy field, manufacturing, High-tech, life science and TMT. Her typical experiences including both inbound and outbound transactions, such as:
·Representing Minmentals, for its over USD 5 billion acquisition of copper assets in Peru from Glencore;
·Representing Weichai Power for its over USD 680 million acquisition of hydraulic business in German and other countries;
·Representing CNOOC for its acquisition of PSA interests of a foreign operator through a US bankruptcy procedure;
·Representing Foton in its acquisition of automobile assets in Germany and Switzerland;
·Representing Fiat for their investments and operations in China;
·Representing Intel for several of its investments in China;
·Representing several MNCS for their set-ups and operations in China.
Mr. Jacky Chen

Jacky Chen is currently the Director of Kyndryl Consult of Greater China. He has over 25 years of experience in the IT services industry, including industry solution integration, IT operations management, strategic consulting and marketing.
Prior to that, Mr. Chen worked at IBM Global Technology Services as Director of IT Strategic Planning and Design Consulting in Greater China Group, where he assisted clients in the areas of digital transformation, IT strategic planning, IT performance management planning, cloud strategic planning, and industry solutions in manufacturing, finance, telecom, and retail in Greater China.

Background:
Dakai leads KPMG’s Forensic Technology team in Shanghai and he has over 13 years of combined experiences in providing Cyber Incident Response, E-Discovery and Data Analysis services. He stared his career in KPMG Holland and relocated to Shanghai in year 2011.
Relevant Experience:
Dakai started his Forensic Technology career at KPMG The Netherlands and has been working with different teams across Europe ever since. He was on various international projects where he spent years working in UK, German, Belgium for projects serving different large multinational corporations.
In 2011, Dakai relocated to KPMG’s Shanghai office, where he continued to provide technology solutions to oversea companies as well as supporting engagements in regards to internal auditors, cyber security, risk and compliance, fraud prevention/detection, anti-corruption practices, FCPA and UK-Bribery compliance, due diligence, data acquisition and preservation, Anti Money Laundry, litigation support engagements.
Dakai lead various Digital investigation engagements in China to assist client and its external counsel exploring facts lay beneath different ERP data sources. He has significant knowledge working with different local ERP packages as well as global ERP solutions to identify, extract, map, modelling, analysis and visualizing data from different angles, transform such information into meaningful business interpretations.
Dakai combines his extensive knowledge of data analytics with his system development skills to assist clients from various industries. Including provide information system solution to meet client’s specific requirements on fraud/loss prevention and detection related issues.
Dakai also specialized in E-Discovery by assisting clients and their internal and external counsels to collect, preserve and analyze large volume of structural and un-structural data. He provides technical inside and identifies factual findings in related to various commercial investigations and litigations. Over the past years, Dakai has been leading numerous large E-Discovery projects in China for pharmaceutical companies.
In the past few years, Dakai helped clients investigate urgent cyber breaches such as ransomeware, phishing attacks, etc. by providing Incident Response service in Mainland China.
