The ‘Internet of Vehicles (IOV)’ is an emerging industry that is deeply integrated with the new generation of internet communication technology, automotives, electronics and road transportation. With the rapid development of technologies such as cloud computing, big data, 5G and the Internet of Things, the concept of IOV is reshaping the ecosystem of the automotive industry to achieve efficient collaboration among "people, vehicles, roads and clouds".

On 28^th October 2022, the Ministry of Industry and Information Technology (MIIT) issued the Administrative Regulation on Road Motor Vehicle Manufacturer and Product Admission (Draft for Comments) (Administrative Regulation on Admission). Five days later, the MIIT and the Ministry of Public Security jointly issued the Notice on Conducting Pilot Work of ICV Access and On-road Driving (Draft for Comment) (Draft Pilot Notice). The release of these two draft regulations is of great significance for future development of China’s auto industry, in particular that of smart vehicles.

The European Chamber is delighted to invite Ms Guo Yuqing, Lead Partner of PwC China Digital Operations Services, and Mr Zhao Xinhua, partner at King & Wood Mallesons, to share their insights regarding the current status of IOV in China, as well as key elements and interpretation of the recently released Administrative Regulation on Admission and Draft Pilot Notice. Mr Zhao will also provide recommendations for smart vehicle manufacturers on compliance issues relating to cybersecurity, data security, personal information protection and so on.

2022年10月28日，工信部发布《道路机动车辆生产准入许可管理条例（征求意见稿）》(“《准入管理条例草案》”) 。在《准入管理条例草案》发布5天后，2022年11月2日，工信部与公安部又联合发布了《关于开展智能网联汽车准入和上路通行试点工作的通知（征求意见稿）（ “《试点通知草案》”）。这两份重磅文件的发布，对于我国汽车行业的发展，尤其是智能汽车的发展意义重大。

中国欧盟商会邀请普华永道中国数字化运营服务主管合伙人郭誉清、金杜律师事务所赵新华律师，就中国车联网产业发展现状、近期推出汽车行业相关草案—《准入管理条例草案》和《试点通知草案》的重点内容做出解读，为智能汽车生产企业落实网络安全、数据安全、个人信息保护等方面相关要求提供合规建议。
