Influenced by the turbulence of the international financial crisis, China has witnessed a decline in its export market in the comparison to previous years. To help struggling businesses to weather the current turmoil, support the development of industry and strengthen the competitiveness of export enterprises, a series of circular on the VAT export refund, processing trade and free trade arrangement and so on were announced by the China government in the past twelve month period.
