Against the backdrop of the continent’s record-breaking heatwave this summer and soaring energy prices, Europe is facing an imminent energy crisis that refocuses attention on the impact of climate change. Exacerbated by increasing geopolitical tension and pressure to reduce the long-term reliance on imported Russian gas supplies, the resurgence of nuclear power indicates that a turbulent transition period is in store.
As pressure mounts for the economic bloc to curb the dominance of gas on the price of the electricity market, what are the implications for energy players and consumers? How to define gas as a source of green energy? Will energy security trump energy transition in the short term? The European Chamber Energy Working Group is delighted to welcome representatives of the Delegation of the European Union to China, International Energy Agency (IEA) and various industry experts to examine the global energy crisis and the challenges ahead.

Mr. Octavian Stamate
Mr. Octavian Stamate, official of the European Commission and, since September 1, 2018, works as counsellor for energy and climate action in the Delegation of the European Union to China. He leads and supports dialogue and cooperation between the European Union and China in these important policy areas. He has previously worked on energy in the Delegation of the European Union to Kazakhstan.

Mr. Peter Zeniewski
Peter Zeniewski is Lead Gas Analyst in the World Energy Outlook team, International Energy Agency (IEA). He was a lead author of the India Energy Outlook; the Role of Gas in Today’s Energy Transitions; the Outlook for Biogas and Biomethane; and a principal author of Financing Clean Energy Transitions in Emerging and Developing Economies. Prior to joining the IEA, Peter was a Chancellor’s Fellow at the University of Edinburgh and held positions at the European Commission and Wood Mackenzie. He holds a PhD in International Relations from the University of Oxford.

Mr. Robert Xiao
Robert Xiao is Director of the Economist Intelligence Corporate Network (EICN) in Beijing. He is responsible for engaging with top executives in the region and providing insights on economic and policy trends to support their business development in the Chinese market.
Mr Xiao was previously a PhD Supervisor and Deputy Director of the Impact Finance Hub at Deakin Business School before joining EICN. His research mainly focused on the fields of corporate social responsibility, corporate governance, and economic and financial policy analysis related to the Chinese market. He has authored multiple publications in Financial Times Top 50 Journals and been awarded major research grants jointly by the Australia Academy of Social Sciences and Chinese Academy of Social Sciences. He also has more than a decade of experience teaching business courses including in Master of Business Administration (MBA), Master of Finance, and Bachelor of Commerce programmes at leading universities.
Mr Xiao has a Ph.D. in Finance and B.Com. (Hons) in Accounting and Finance from Monash University.

Mr. Anders Hove
Anders Hove is Senior Research Fellow at the Oxford Institute for Energy Studies China Energy Programme. Previously, from 2018-2022, he served as project director at GIZ for the German Federal Ministry for Economic Affairs and Energy (BMWi)-funded Sino-German Energy Transition Project, while also serving as a non-resident fellow at Columbia University Center on Global Energy Policy (CGEP) and a fellow at the Oxford Institute for Energy Studies. He worked in Beijing from 2010-2022 and has more than 20 years of public and private sector experience related to energy policy and markets, including nine years on Wall Street and 12years in China. He began his career as an energy policy analyst with the Rand Corporation in Washington, DC, then performed equity research in the electric utilities and oil services sectors with Deutsche Bank AG and Jefferies and Co. In 2007-2009, Anders worked for the hedge fund Two Sigma Investments looking at private equity investments in clean energy technologies and projects, particularly solar. Hove has both a Master of Science and a Bachelor of Science in Political Science from MIT, and he is a Chartered Financial Analyst. He is the author of numerous reports and articles related to the energy sector in China.

Ms. Yan Qin 秦炎
Yan Qin is a Lead Analyst at Refinitiv. She has over fifteen years’ experiences with power and carbon market analysis, covering both Europe and China. Her work mainly focus on short-term trading outlook, supply-demand forecast, in addition to climate and energy policy insights. Before joining the Point Carbon team in 2011, she worked in a leading Nordic energy consultancy focusing on power market modelling. Yan is also a research associate at Oxford Institute for Energy Studies. She graduated from the Department of Economics at University of Oslo and Fudan university in China.

Dr. Xavier Chen is founder and president of the Beijing Energy Club – a Beijing-based private high-level forum and think-tank on Chinese and global energy issues, since its creation in 2008. He is also CEO of CN Innovation. Dr. Chen was one of the founders of the EUCCC Energy Group, and chaired that group for 8 years (2005-2013).
Since January 2020, Xavier works as part-time advisor for a number of companies and organizations including Trina Solar Group; Envision Energy; the Asian Development Bank and a few other Chinese and global entities. His earlier professional career includes the ENN Group, where was in charge of the Group’s strategy, performance and new business development; Statoil (now Equinor) where he served as China Country President for four and half years; BP, where he worked ten and half years as VP of China operations; International Energy Agency, where he worked eight years successively as India program manager, Chief of Staff to the Executive Director and China program manager; French Ministry of Foreign Affairs where he was seconded to the Asian Institute of Technology, teaching courses on energy economics and markets and conducting research on Asian energy and environmental policies; and the French Institute of Energy Policy and Economics (IEPE) in Grenoble, France.
Xavier Chen graduated from China’s Zhejiang University in 1985, and obtained MS in energy technology from the Asian Institute of Technology in 1987 and Ph.D. in Energy Economics from the University of Grenoble, France in 1993.
