On 11th March 2021, the National People’s Congress (NPC) passed the 14FYP. Five-year plans (FYPs) are strategic documents intended to guide China’s economic and social progress, including foreign policy objectives. Long-term strategies, such as China Manufacturing 2025 (CM2025), are parts of FYPs which, by contrast, outline more concrete pathways for achieving policy goals.
The CM2025 program officially focuses on ten high tech industries including robotics, semiconductors and new energy vehicles. Originally approved by the State Council in 2015, the initiative is a national strategy for China, once considered to be loosely based on Germany's Industry 4.0, to upgrade and modernize various high tech industries. CM2025 raised concerns from the foreign business community with the apparent setting of firm targets for domestic and international market share, the goal of attaining self-reliance for key components and turning the concept of indigenous innovation into reality. A 2017 European Chamber report : China Manufacturing 2025, Putting Industrial Policy Ahead of Market Forces in particular raised concerns regarding the subsidy-driven model and state-led investment taking priority over market forces.
During the conference expert speakers will be addressing questions like: How policy goals are being rolled out at both the local and national levels and to what extent the program may have been affected by the ongoing geopolitical tensions? What is the current status and future of manufacturing revolution brought by innovation and digitalization? What are the considerations for further investment in China?

Ms. Bettina Schoen-Behanzin
Bettina Schoen-Behanzin entered Freudenberg Group in October 2012. As Regional Representative Asia she has been leading the Regional Corporate Center, based in Shanghai, China and is providing guidance and support for strategic planning and business development for the Freudenberg Business Groups in the region. From March 2008 to September 2012 she served as Managing Director of Wittur Elevator Components, China. She assumed the role of Managing Director of Rittal Electro-Mechanical Technology, China from 2000 to 2008, after having been the General Manager of Rittal in China as well as Sales and Marketing Manager of Rittal in Singapore. She had joined the Rittal Headquarters in Germany in 1992.
Bettina Schoen-Behanzin has acquired a Master degree in Sinology, Business Economics and Political Science at the Ruhr-University in Bochum, Germany. Furthermore, she did Post-Graduate Studies of Chinese and Economics at Fudan University, Shanghai, China.
Speaking Chinese fluently, Bettina Schoen-Behanzin has around 25 years of working experience in Asia, mostly in China, leading operational business as well acting in corporate functions. From April 2014 to April 2016 she served as Director of the Board of the German Chamber Shanghai, being reelected in April 2016 and April 2018 as President of the Board of the German Chamber Shanghai. In 2019, she was the first German woman to receive Shanghai Municipal Government’s Magnolia Gold Award.
Mr. Denis Depoux
Mr. Denis Depoux
Denis Depoux began his career in China in 1993 with French energy giant EDF before entering the management consulting industry. In 2001, Depoux joined Roland Berger, focusing on the energy and environmental sectors, and sharing his strong consulting expertise and rich industry experience in the US, Europe and Asia.
Depoux has been actively supporting the firm's Greater China operations since 2007. Since moving to Shanghai in 2015, he has contributed a lot to the transformation towards the new Roland Berger in this region. For Roland Berger Greater China, he has been committedly overseeing a wide variety of Competence Centers. In 2020, Denis was elected Managing Director and has been devoted to the management of Roland Berger's global affairs.
In the energy and utilities sector, Depoux has supported the transformation of major European players throughout the energy market's transition facing a more liberalized and competitive market. He has made extensive contributions in the areas of new products and services, the development of wholesale-market trading, risk management, the development of energy services, etc. He has also advised on several major mergers of European energy players and supported the expansion of electricity and natural-gas players into Europe, the Americas and Asia. More recently, Depoux has supported European and Asian energy players in addressing challenges raised by the trends toward low-carbon energy, energy efficiency, decentralized energy generation and the Internet of energy.
Beyond the energy sector, Depoux has extensive experience in performance and operations improvement, operational and G&A cost reduction, purchasing process transformation, screening, commercial and strategic due diligence for acquisition targets, post-merger integration and organization and governance.
Depoux is a key speaker at top-level forums in Asia, including the Boao Forum for Asia, World Knowledge Forum and China Development Forum. As one of the leading foreign experts working in China, he was invited to a New Year meeting with Chinese Premier to discuss the nation's development. Besides, Depoux often shares his insights on trendy topics both inside and outside China by taking interviews and writing articles for mainstream media channels, including People's Daily, CCTV and Caijing.

Clas Neumann is Global Head of the SAP Labs Network since 2009, and has been leading the Fast Growth Market Strategy team since 2013. In his role as Labs Head, Neumann acts as the central coordinator of all network activities. In his role as Head Fast Growth Market Strategy he leads the investments for SAP’s growth markets in Africa, China, Middle-East and Russia. Neumann has co-authored different books & article son innovation in emerging markets and been recognized through different awards for his engagement in society and business.
Ms. Renata Pavlov
Ms. Renata Pavlov
Renata Pavlov has an extensive managerial and executive experience on international level both with public and private sector in the field of global relations, public affairs, communication and business development.
Prior to joining the Fincantieri Group, one of the world’s largest shipbuilding groups, Renata served as the Chief of Staff to the Minister of Finance of Italy and as the Advisor for International Affairs and Cooperation to the Minister of Innovation of Italy. She also held the executive director position in the OECD Centre involved in governance matters for the MENA Region. In 2015 and 2016 Renata led a two-year capacity-building project for the Parliament of Myanmar.
In the past, she was also directly involved in advising on bilateral relations between Chinese and Italian Academic institutions. In the private sector Renata hold senior positions with Charme Fund, Telefonica Group, Goldman Sachs and Dogan Group, among others.
For several years, she had been a lecturer of Leadership and Communication in Public Management at the Italian School of Government. Renata is of central-European descent and received her education in Austria, USA and in former Czechoslovakia. She is proficient in six languages and has two adult children.

Mr Zhonghua Xu has 20+ year-experience on R&D and projects development in university and international energy giant. His expertise covers materials, energy, chemicals, environment, microelectronics, etc. He has strong network with energy and chemical industry, international academic labs and public institutes, government. He understands well the challenge, opportunity and evolution of innovation for energy and chemical industry.

Mr. Felix Gutsche
Mr. Felix Gutsche
Felix Gutsche is currently President of Boehringer Ingelheim Greater China (Chinese Mainland, Hong Kong and Taiwan). He joined Boehringer Ingelheim in 1997 and has held various financial management positions including Head of Financial Controlling in Italy, Chief Financial Officer in Mexico and Chief Financial Officer in Germany. In addition, he has served as Global GBS Project Leader. Before his current role in Greater China region, he has extensive cross-functional and cross-business expertise, having also served as head of the company's major global business integration project and as head of corporate strategy and consulting.
During his tenure as President and CEO of Boehringer Ingelheim Greater China, Mr. Gutsche has vigorously impelled rapid development of Boehringer Ingelheim in China. Under his leadership, the company has introduced a stream of novel businesses and products, and forged multiple innovative partnerships, which have significantly improved not only the company’s market share in China but also the strategic position of the Chinese market on the global scale. In addition to settling a biopharmaceutical manufacturing base of international standards in China, Boehringer Ingelheim has also actively participated in the reform pilot of China's Marketing Authorization Holder system, helping local innovative biopharma companies build capabilities on production and market launch, and therefore benefiting patients worldwide. In 2020, Boehringer Ingelheim launched the China External Innovation Hub and rolled out the "China Key " strategy, which are expected to boost China's frontier healthcare R&D and early clinical studies.
On many external and internal occasions, Mr. Gutsche has served as an avid storyteller of Boehringer Ingelheim’s "China Adventure”. At the headquarters board meetings, Mr. Gutsche has systematically introduced China's favorable business environment and development opportunities, which has enhanced the company's determination to continue to invest in China. He has been voicing confidence in the further opening-up and high-quality development of the Chinese market, leveraging media interviews opportunities at grand events such as the 70th anniversary of the founding of the People's Republic of China and the 30th anniversary of the development and opening up of Pudong, Shanghai. Meanwhile, as member of the advisory committee of the European Union Chamber of Commerce (EUCCC), Mr. Gutsche has not only made positive propositions to further advancement of China-EU relations, but also contributed to healthy development of economic and trade ties as well as people-to-people exchanges between China and Germany. In view of his many contributions to China, Mr. Gutsche has been recognized as foreign high-level talent and there has been granted the permanent resident status in China.

Mr. BIE has solid experience in strategic planning, business development, sales management, branding in multi-national companies. He has held senior position of sales & marketing in TIMKEN, GM, COMAU, etc. Mr. BIE is also responsible for government affairs in Comau China, He has solid knowledge on automotive, robotics, automation sectors. He has a master degree of economics and a bachelor degree of engineering.
He is also Songjiang people congress representative, Vice president of Songjiang smart manufacturing association, Expert member of Songjiang artificial intelligence industry park.

Dr Gang Yang has received his master’s degree in industrial engineering and a doctorate in production management from TU Berlin. In the period of 2007 – 2011, he taught at Sino-German graduate school of Shanghai Tongji University as Professor of DHL-Chair for Global Supply Chain Management.
Before becoming the CEO of TRUMPF China since 2018, Dr Gang Yang was heading the global machine tool sales of TRUMPF group in Germany.
Before joining the industry sector, he had several consultant positions in top global consulting companies. Now, he is a senior executive with almost 20 years’ experience in general management both in Germany and China.

Jens Ewert, a Senior Partner with Deloitte China, has over 30 years of working experience in the professional services, based in Shanghai since end 2002 – he has been a member of Deloitte China Eastern Region Management team since then. Jens is the national leader for Deloitte China Life Science & Health Care Industry, leading a dedicated industry team comprising over 1000+ partners and professionals. He also covers our full range of multidisciplinary services, from consulting, risk & financial & tax advisory and audit & assurance, offering to Multinational Clients in China.
Jens has received the ‘Magnolia Silver Award’ from the Shanghai Government in September 2021, recognizing foreign business leaders for their special and outstanding contribution to the City’s development. He is also a Board member at the EUCCC Shanghai and the National Vice-Chair of the Investment Working group at the EU Chamber in China.
Prior to moving to China, he has been working in numerous countries always in professional services, such as France, Hungary, Vietnam and Indonesia. He hold a Master degree from University Paris X Dauphine in Business & Finance and a Diploma of Political Science from Institut d'Etudes Politiques de Paris. He also attended numerous executive programs at IMD and Insead. He is married to Christine and calls France his home.

Davide is currently covering the position of President and Managing Director of Casappa Hydraulics Shanghai, and President of Casappa Hydraulics Korea. Casappa Hydraulics Shanghai is the Regional Headquarters of Casappa Group in East-Asia. Casappa, headquartered in Italy, is a medium-sized multinational enterprise focuses on creating value to customers with its Power, Filtration and Electronic Control solutions for Hydraulic Systems of construction and earth moving machines, industrial, material handling and agriculture vehicles. Davide has lived in Shanghai for nearly 15 years. He holds an MBA from Xi’An Jiatong-Liverpool University and an Industrial Management Engineering Degree from Parma University. Now, he is a senior executive with almost 15 years’ experience in general management.

Leading a team of 500+ talented employees across 3 Manufacturing sites and 10+ Distribution centers, Chai supports 0.5b€ to 1.5b€ of annual revenues for one of MERCK’s fastest growing businesses. Prior to joining MERCK, Chai held various Sr. Operations Leadership roles at Life Technologies (Invitrogen) and QIAGEN. Chai graduated with a degree in Biochemistry & Molecular Biology from Stanford University, USA. Chai has a rich knowledge and deep insights benefiting his 30 years working experience in Life Science.

Asier has been in China since 2012. With his life in China he has involved in various projects. In 2017 he became the Economic and Commercial Officer of the General Consulate of Spain in Guangzhou. He started his high management career since 2018. Currently he is General Manager of GH (Shanghai) Lifting Equipment, leading the project of GH Cranes & Components in China, in a traditional industry of the heavy equipment, facing the global challenges arising from one of the most competitive markets in the world nowadays.
