In 2014, the State Council published its plan on building the social credit system which leverage big data to closely monitor and steer market participants. It set a goal to implement the system by 2020.
In 2018, the European Union Chamber of Commerce, in cooperation with Sinolytics, released the report “The Digital Hand: How China’s Corporate Social Credit System Conditions Market Actors”, in order to provide members with a comprehensive study on China’s Corporate Social Credit System.
As the deadline for its implementation is approaching, challenges remain as companies must manage and closely monitor multiple credit ratings across different agencies and levels of government departments. If blacklisted, companies could face severe punishments such as market restrictions and reputational damage.
To help foreign businesses navigate through tough waters, the European Union Chamber of Commerce in China is delighted to invite you to attend our next webinar with guest speakers from Sinolytics, Taylor Wessing, and KPMG as well as industry experts from BASF and BOSCH,and participate in an interactive discussion. Through presentations and a panel discussion, we aim to answer the questions of what the current status of the corporate social credit system is and how can companies better prepare for the new stage of the social credit system in the year to come.

Advisory Council Policy
Members of the Advisory Council may receive complimentary admission to Chamber seminars, conferences and factory visits up to two attendees per event. Additional participants will be charged at the member rate.

Ms. Holly Lei
Ms. Holly Lei
Holly Lei has taken over as President of Covestro China based in Shanghai, effective July 1, 2019. With more than 20 years of experience in cross-cultural management around the world, Lei is the first local female leader for this position.
With a strong technical background in chemical engineering and material science, Lei started her career at Bayer Material Science (the predecessor company of Covestro) in 1999 as a technical representative and has since held various management positions of increasing responsibilities focusing on sales, technical service and R&D in Greater China and the APAC region. As a seasoned leader strong at managing dispersed teams, she devoted her cross-industry insights and customer centric mindset to develop focus industries for Covestro’s Business Unit Polycarbonates in Greater China and the APAC region.
In her role as Global Head of Electrical, Electronics & Appliances (EE&A), BU Polycarbonates, Lei helped Covestro strengthen its industrial leadership by enhancing the global CMF (color, materials, finish) capabilities, transforming Covestro from a material supplier to an innovation partner.
Apart from her business success, Lei is also an affectionate people leader and excels at fostering an environment that allows people to flourish and develop to their fullest potential. As an avid ambassador of diversity and inclusion (D&I) at Covestro, she is actively involved in promoting D&I and equality in the workplace.
Lei holds a bachelor’s degree in chemical engineering from Dalian University of Technology in China and a master’s degree in material science from Université de Sherbrooke in Canada. She has also received executive training at INSEAD Business School in France.
Lei is also a supervisory board member of GEA Group AG, Vice Chair of the Shanghai Chapter of the European Union Chamber of Commerce in China, and Vice Chairman of the Shanghai Chemical Industry Park International Experts’ Consultancy Forum.

Lili Zhou took the role of BASF China Compliance Officer and Legal since July 2020. She has served in various industries such as IT, medical devices, construction and Chemistry in the past 20 years, in both China and Germany. Except for compliance management, Lili Zhou has also years of experience on legal, M&A, global labor laws and lead global mega M&A projects for employment transfer and integration.

Catherine Li is in charge of Bosch China Group SCS concept and approaches, awareness promotion and internal monitoring audit.
Mr. Frank Mei
Mr. Frank Mei
Frank has 25 years of advisory experience with multi-national companies and Fortune-500 Chinese in China and Asia Pacific, covering strategic risk management, business model innovation, governance strategies and operating model design, strategy development, organization transformation, compliance and internal audit. He has worked with clients from a variety of industries, including energy and resources, life science, manufacturing, and technology.
In life science industry, Frank has been serving a number of major life science clients in China and accumulated extensive experiences in helping his clients seek the optimal growth, improve business operations, design robust strategies to address industry dynamics, meet the compliance requirements, internal control and predict risk management.
Over the recent years, Frank has led the representative projects including Go-To-Market studies on innovative therapy (CAR-T, Companion diagnostic) and innovative drugs, HCP and patients’ behavior economics studies, product lifecycle management and portfolio strategy, innovative patient access pathway, digital-led business strategy development, tech-enabled operational efficiency, distributor performance assessment and risk management, strategic risk analysis and acquisition advisory based on quantitative analysis, organization transformation and China growth strategy.

Mrs. Cara Meng
Cara Meng is a Senior Associate at Taylor Wessing based in Shanghai Office. Cara specializes in advising on compliance matters. Throughout the last 7 years Cara has advised various MNC’s and SME’s from different industries on compliance related matters. This covers both investigation work on complex internal investigations but also setting-up and maintaining compliance management systems for the China operations of foreign invested enterprises. Cara also specializes in general Chinese corporate and commercial law. She advises foreign companies on all aspects of Chinese laws in various industries with regard to their strategy and business in China. Cara’s industrial experience covers in particular the aviation, automobiles, chemical, life science and the general machinery manufacturing sectors.

Luisa, Project Leader, is a specialist on Chinese market regulation. She extensively worked on projects analyzing the impact of big-data enabled market regulation and regulatory ratings on companies. She also observes the current trends in China’s FinTech industry as well as emerging blockchain-based business models. Prior to Sinolytics she worked at the Rhodium Group, NYC, focusing on foreign investment activities in China. She holds a M.Sc. in Economics from the LMU Munich and a B.Sc in Economics from the University of Mannheim. During her studies she spent one year studying Economics and Chinese at the Nanjing University.
Ms. Jingwen Tong
Ms. Jingwen Tong
Jingwen, Consultant, has experience analyzing Chinese public policy and tracking policymaking and implementation dynamics at local government levels. At Sinolytics, Jingwen has advised European MNCs on preparing for compliance with the Corporate Social Credit system. She has also worked on stakeholder analysis projects, involving regular interviews with Chinese government officials in various provinces and leading municipalities. Prior to Sinolytics, she worked as lead trade analyst at China Policy, a policy research firm, covering topics including Chinese development zones and city clusters. Jingwen holds a Master of Public Policy from the University of Oxford.
