In accordance with the Roadmap of China-European Union (EU) Energy Cooperation signed in 2016, the Joint Statement of China-EU Leaders on Climate Change and Clean Energy signed in 2018, and the Joint Statement on the Implementation of China-EU Energy Cooperation signed in 2019, China and the EU have been cooperating on promoting the energy transition and energy efficiency.
Against the background of the global COVID-19 pandemic and the US-China trade war, the European Chamber believes that the China-EU relationship is more important than ever. Both parties have significant potential and opportunities for cooperation in many energy sectors. Close EU-China cooperation on energy technology innovation may help to tackle challenges, promote green energy and bring benefits for both European and Chinese companies. In addition, European stakeholders and industrial players are also concerned about the plans and prospects of BRI Energy Partnership in the post-epidemic era.

何洋,国家能源局国际司司长. 工学博士,电力系统自动化专业。2002年-2013年曾在国家电力监管委员会工作,从事电力市场化改革和区域电力市场设计、以及电力市场监管工作。2013年后在国家能源局工作,从事电力规划、火电项目审批和监管、能源国际合作等工作。
Dr. HE Yang is the Director General of Department of International Cooperation of the National Energy Administration of China. He has a Ph.D. in Engineering, specialising in power system automation. From 2002 to 2013, Dr He worked in the State Electricity Regulatory Commission focusing on power market reform and regional power market design, as well as supervision of the power market. Since 2013, Dr. He has worked in the National Energy Administration of China on power planning, approval and supervision of thermal power plants, and international cooperation.
Ms. Charlotte Roule
Ms. Charlotte Roule
Charlotte ROULE is Overseas Representative in Paris of the European Union Chamber of Commerce in China and Chief Strategy Officer of ENGIE.
She worked in China from 2016 until this Summer, initially as COO, Head of Business Development and Innovation, then as CEO, of ENGIE China. In line with ENGIE’s strategy and values, she promoted and developed there clean energy (mainly solar) and clean solutions for cities and industries, such as district cooling and electrical mobility, as well as energy efficiency. She also served as VP of the European Chamber of Commerce in China from 2018 to 2021.
Before working in China, Mrs. Roule was based in Cheshire, UK, where, jointly with her team, she’s been developing the largest onshore underground gas storage of the country. Prior to this, she served as VP, Audit and Risks and VP, HR in Storengy, ENGIE’s affiliate dedicated to underground gas storage, based near Paris.
She is external trade advisor to the French Government.

Ing. Guido D. Giacconi is co-founder and currently President of In3act Srl, an Italian business strategy consulting and advisory company with operations in China since 2006, focused on Energy and Environmental Protection, Regions Business and Economy Planning, Automotive, Consumer Goods, Chemical, Retail. Among many European Clients, In3act is honored to assist also National and Local Chinese Governments -unique Italian strategy consulting company to serve Public Administrations in China.
He is also CEO of In3act Global - a Group holding with interests in consulting and investments - CEO of GDG&C Srl, a business consulting company specialized in SMEs, active in Europe and China.
Former national Chair of EUCCC Energy WG, former Vice Chairman of the China-Italy Chamber of Commerce, former Chair of the China-Italy Chamber of Commerce Energy and Environment Protection Working Committee, consultant to the Embassy of Italy in China and Italian Trade Agency. In 2017 Ing. Giacconi has developed and issued an advanced study of the Made in China 2025 Chinese Government program and released to Italian Institutions for designing and setting up the most proper Sino-Italian cooperation.
Recently participated as advisor to EU Commission and the State Council think tank Development Reform Center about the EU-China Comprehensive Agreement on Investments under discussion between Europe and China.

Matured a deep managerial experience assuming the role of Managing Director and CEO in several companies in Europe. Ing. Giacconi started his career in Procter & Gamble where he worked for about a decade and achieved the responsibility of VP EMEA for several product categories in USA and Europe. Ing. Giacconi worked in USA, UK, France, Belgium, Germany, Italy and China where Ing. Giacconi is resident for years.
Degree in Electronic and Bioengineering at Bologna University. Matured deep experiences, both as manager and strategy advisor, in many industrial sectors with specific focus on Energy and Environment Protection, Urban Energy Planning, Circular Economy, Healthcare, Consumer and Luxury Goods, Government Affairs, Agriculture, ICT, Industrial goods, etc.
Acquired a broad experience in business management and practicing in complex multicultural environments and in structuring business internationalization strategies aimed at harmonizing business practices and culture gaps, both for SMEs and MNCs.

Mr. Octavian Stamate
Mr. Octavian Stamate, official of the European Commission and, since September 1, 2018, works as counsellor for energy and climate action in the Delegation of the European Union to China. He leads and supports dialogue and cooperation between the European Union and China in these important policy areas. He has previously worked on energy in the Delegation of the European Union to Kazakhstan.

Dr. Zhonghua Xu has 20+ year-experience on R&D and projects development in university and international energy giant. His expertise covers materials, energy, chemicals, environment, microelectronics, etc.
He has strong network with energy and chemical industry, international academic labs and public institutes, government. He understands well the challenge, opportunity and evolution of innovation for energy and chemical industry.
He has served as National Chair of the Energy and R&D Working Groups of the European Chamber, and is currently National Chair of the Carbon Market Working Group.
Ms. Eleane,Xin CHEN
Ms. Eleane,Xin CHEN
Eleana joined BP in 2018 and reports to the President of bp China. Eleana has 25+ years of experiences in multinational energy companies in China covering both upstream and downstream business. Prior to joining bp, Eleana was the VP of Government Relations of BG China; and, Head of Government Relations & External Affairs for ConocoPhillips China. She was PA to the Head of Country in Exxon Chemical China in early 1990s.
Eleana holds an MBA from the University of East London.

Beatrice has rich experiences in the field of sustainability and climate change. As the Deputy General Manager of ALBA China, she is responsible for government affairs and communication. By implementing European best practices, optimized to local circumstances, the company supports to drive a sustainable economy in China without waste.
Prior to ALBA, Beatrice had worked for Siemens for 15 years in different leadership roles of Charter Lead of Regulatory for Business, Senior GA Director, and Regional GM. She was invited to demonstrate woman’s leadership in energy transition. She was appointed as the expert of Shaanxi government and the Chair of local FIE Alliance.
Her experiences also include Marketing Manager of Linde China and Division Chief of Qingdao Overseas Investment Promotion Bureau.
She likes swim, hiking and traveling with friends. She is keen on volunteer activities, particularly in the field of green education and helping vulnerable groups.

Winnie Dong is Vice President of ABB (China) Limited, Head of Government Relations. She joined ABB on June 1 2011.
Prior to joining ABB, Winnie worked for Energy Sector, Siemens Ltd., China since 1999, where she held various management positions, including Senior Manager for Government Affairs, General Manager for External Communication and Corporate Account Manager to State Grid Corporation of China.
Winnie holds a Bachelor degree in High Polymer Chemical Field from Hefei University of Technology.

Mr. Alfred CHE
Alfred CHE Wei has a wealth of experience working with public and private organizations in promoting business between China with Europe, America and Southeast Asia for four decades. He has been working with and for Nordic-based multinational corporations, responsible for developing and executing their corporate communication strategies in China over the past two decades. He was among the first professionals in introducing western-style communications and public relations practices and methodologies into China. Meanwhile, he devoted himself to exploring and studying global climate, energy transition and sustainability with a focus on energy efficiency, closely following the global leading developments in Europe especially carbon neutrality in the Nordic region. He has been a pioneer in systemically introducing into China the ‘Danish Green Development Model’, and its best practices with clear objectives of achieving carbon neutrality and zero-carbon economy; his opinions and publications in the related fields has been widely cited and recognised. Currently, he is Rotational Chair of the Global Ecological Sustainable Development Union (a Paris-registered international NGO focusing on sustainability), Executive Director of the Multinational Corporations Council for Carbon Neutrality (MNC50) and Senior Fellow of the Center for Global Climate Innovation & Governance (University of International Business and Economics). He holds a Master’s degree from Yale University and a Bachelor’s degree from Beijing Foreign Studies University.
