Rules of Airworthiness Approval of Civil Aviation Products and Components (CCAR-21-R4)is the essential legal document to regulate the aeronautic manufacture, the members will discuss about the draft of the Rule on the following content :
1. General principle on the objective , scope of the application, retrospective force, approval principle based on the risks, liability of the certificate applicants and holders, and definition. (Chapter 1)
2. The categories of the aircrafts vs. components and administration methods covers the aircraft, engine, propeller, and components. (Chapter 2)
3. The certificate of approval , the application procedure, and the holder’s right and obligation : (Chapter 3-9)
4. The legal liability are those of the non-performance of the holder’s obligation; obtaining the certificates by fraud or unjust means; illegally transfer the certificate; non-modification of the certificate; breach the limitation of non-standard airworthiness certificate; requirement for receiving the notice on the correction or punishment; record of the compliance and credit; interpretation right. (Chapter 10).
