We are delighted to invite you to the next GA Forum meeting on Influences Exerted by New International Trade Climate Change on FIE’s Business Environment in China, on Thursday 13 September, from 09:30 to 11:30 am, at the European Chamber Beijing office C411A. At this meeting, we will have Mr. Cui Fan, Professor & PHD Supervisor of University of International Business and Economics, Director of Research Division of China Society for World Trade Organization and Expert of MOFCOM Advisory Committee for Economic and Trade Policy Global Value Chain Expert Team to meet our members and talk about possible influences made by current international trade environment changes on the business environment of FIEs, especially European companies.
Professor Cui Fan is going share his perspectives with members on the following hot topics:
- What is the possible influence made by complicated international trade environment, especially China-USA trade war, on the business environment of European companies in China? 当前中美贸易战等复杂国际贸易环境将对欧洲企业在中国的营商环境有什么影响?
- Both China and EU have decided to expand market access and accelerate the negotiation of bilateral investment agreement on the China-EU summit, which just ended in July. Premier Li have expressed the wish of both parties to accelerate the process and reach agreement, since the negotiation has entered a new phrase. In this case, what does bilateral investment agreement mean to both parties? 在7月刚刚结束的中欧峰会上,针对于中欧双方同意扩大市场准入并加快双边投资协定的谈判,李克强表示,谈判进入了一个新阶段,希望双方推动谈判取得更大进展,争取早日达成一致。那么,中欧双边投资协定对于中欧双方的意义何在?
- NDRC and MOFCOM have jointly announced the Special Management Measures (Negative List) for the Access of Foreign Investment (2018), which substantially expanded market access. The list has reduced from 63 items to 48 items, and opened 22 areas in total. The restriction measures on investment, security, automotive, electricity, and railway transportation. Professor Cui will share his understanding of the new negative list, according to the development history of the negative list and China’s opening-up policy. 2018年7月28日,国家发展改革委和商务部对外发布《外商投资准入特别管理措施 (负面清单) (2018年版)》,大幅度放宽市场准入,清单长度由63条减至48条,共在22个领域推出开放措施,外资进入银行、证券、汽车制造、电网建设、铁路干线建设网建设等限制将取消。崔教授将根据负面清单的历史发展进程,结合国家对外开放的力度,表达他对于最新负面清单的看法。
- The Draft Foreign Investment Law was listed in State Council’s 2018 Legislation Working Plan as preparatory legislative project in the 2018 two sessions. EU companies want to be treated under the framework of national treatment along with the negative list. They want to gain equal treatment as Chinese companies under Company Law. Is it possible for both parties to reach consensus on this issue? And how could they do so? 针对《外国投资法》,在2018年全国两会上,《外国投资法草案》已列入国务院2018年立法工作计划,属于立法预备项目。与其推出《外国投资法》,欧盟企业普遍支持对外商投资实施准入前国民待遇加负面清单管理模式,希望与中国企业一样平等地接受《公司法》约束和管辖。中欧双方究竟应该如何就此议题进一步达成共识?
