The European Chamber of Commerce is pleased to invite you to a morning seminar on the long awaited and recently approved Corporate Income Tax Implementation Rules.
The Detailed Implementation Rules were approved at the regular State Council meeting on November 28th, enabling the enforcement of the CIT Law to become effective as early as January 1, 2008. The Rules provide definitions and interpretations on dividend withholding tax rates, information about changes to the current tax holiday and preferential tax treatments, and directions for obtaining a high- or new-tech investor status and so on.
The European Chamber is pleased to welcome Mr. Jeffrey Kadett from Deloitte to share with us his insights on the new Implementation Rules and how they will impact your operations in China.

Within the framework of the Finance and Taxation Working Group, the European Chamber in Nanjing organised a forum looking at the Enterprise Income Tax Law Implementation Rules. Duplicating the December seminar held in Mandarin Chinese, this event gave another opportunity for members to hear experts’opinions on the rules.
Special attention was paid to the two notices related to EIT implementations, which were released on 26 December, 2007 – Circular 39 concerning Implementation of Transitional Tax Incentives for High-new Technology Enterprises newly established in Special Economic Zones and Shanghai Pudong New Area, and Circular 40 on Implementation of Transition Arrangements for Preferential Policies of Enterprise Income Tax.

During the Q&A session following the presentation by Jeffery Kadett, Senior Advisor of Deloitte, members again expressed concerns that even after the release of the implementation rules there remain many grey areas that need clarification.
