On December 15th 2016, the Standing Committee of the National People's Congress passed the Environmental Protection Tax Law. The original sewage levy system will be replaced by environmental protection tax. One of the key factors that have been criticized for the ineffectiveness of sewage fee is the relatively low collection standard, which is far lower than the pollution control cost of emission enterprises. The result is that polluters would rather pay sewage fees than controlling the pollutions.
Under the context of the newly adopted environmental protection tax, what is its impact on the compliance operations, and what enterprises could prepare to take the initiative to plan to cope with rising environmental standards, and connect the environmental protection tax policy with the company's own development strategy will become the focus of production enterprises.
To offer a comprehensive perspective on aforementioned issues, the chamber will invite Mr. Huidong ZHOU, EHS Director for Saint-Gobain Asia-Pacific to deliver a presentation to interpret the newly adopted Law, analyze its impact on the compliance and business operations of FIEs in China and will interact with participants at the meeting.

As for the election:
Should you be interested in running the Chair and Vice Chair Election, the Chamber is kindly advice to firstly read the attached document which outlines the roles and responsibilities of a Working Group Chairperson. Based on past experiences, for CSR Forum, the dedicated time of a Chairperson is about 20 % of his/her time and of a Vice chairperson is about 10% of his/her time.
To apply, each prospective candidate should submit 1) the positions intended to run (chair or Vice Chair), 2) a short bio and 3) a motivation letter by 28th February to Tiantian QI at tqi@europeanchamber.com.cn. Please kindly note that all relevant documents will be circulated to members in advance for review and consideration, and the application after the deadlines will not be considered.
Background and Procedure:
The CSR Forum Chairs and Vice Chairs play a crucial role in driving the Group. The responsibilities of Chairpersons include taking a leading role in the drafting of the Position Paper, communicating key messages to the Chinese and European governments and steering Group meetings. The required characteristics of a Chair and Vice Chair are a senior industry representative with relevant industry expertise and government contacts who has the time and willingness to support the group. Previous participation in the Group is essential.
In accordance with European Chamber internal guidelines, the Business Manager will send another email to the Working Group at least 7 days prior to the election with the bios and motivation letters of all candidates attached. Voting for the election must be conducted in person at the Group meeting (one vote per company) after each candidate has been given an opportunity to give a short speech on why they would like to run for election. The duration of the term for both Chairs and Vice Chairs is one year. All elected Chairpersons must sign the attached Code of Conduct following election.
Please kindly note that Candidates that who are from Non-EU companies (company’s global headquarter registered outside of EU Member States), if elected as Chair or Vice Chair by members at the meeting, have also need to be approved by the Board Members of the European Chamber. Once approved, he/she will officially be announced as the Chair or Vice Chair of the Working Group. Or else, a re-election will be conducted.
