On 24 March 2016, the Ministry of Finance (MOF) and the Sate Administration of Taxation(SAT) jointly released Caishui[2016] No. 36 on the Comprehensive Roll-out of the B2V Transformation Pilot Program("B2V Pilot Program")under which the real estate sector, the construction sector, the financial services and the consumer services have been transformed from Business Tax(BT) to Value Added Tax(VAT) starting from 1 May 2016. Since then, the MOF and SAT have eleased a series of follow-up circulars to clarify the relevant issues under the B2V Pilot Program. 3月24日，财政部、国家税务总局发布《关于全面推开营业税改征增值税试点的通知》（财税【2016】36号），房地产业、建筑业、金融业、生活服务业自2016年5月1日起纳入营业税改征增值税试点（以下简称“营改增”）。此后，财政部、国家税务总局陆续发布一系列后续文件，对营改增试点期间的有关问题进行明确。
On 29 August 2016, the SAT released a Public Notice Regarding Certain Tax Collection and Administration Matters under the B2V Pilot Program ("PN53"), clarifying a few specific issues. PN53 shall take effect from 1 September 2016 and tax treatments of cases that have occurred before the effective date but are not yet settled shall follow PN53. We believe that the rules in PN53 would greatly impact taxpayers. 8月29日，国家税务总局发布《国家税务总局关于营改增试点若干征管问题的公告》（2016年第53号公告），对多项具体问题进行细化和明确。此公告自2016年9月1日起施行，此前已发生未处理的事项，按照这公告规定执行。这些规定将对纳税人产生深远影响。
B2V Pilot Program had implemented about 5 months, companies may have encountered lots of problems since May 2016.
