The Business Confidence Survey 2016 brings together the input of over 500 senior representatives of the European Chamber’s member companies to provide an annual overview of their performance and outlook from within the Chinese market. The European Chamber’s President Mr. Jörg Wuttke and Shenyang Board Chair, Mr. Harald Kumpfert, will lead the launch event to members and present the key findings of the Business Confidence Survey 2016 in addition to answering any questions that you may have.Meanwhile, President Wuttke will lead you to a sneak view on the Sept 1st Position Paper launch. The Business Confidence Survey and the Paper launch are the two most important annual publications of the European Chamber. This is an exclusive occasion which you cannot miss!
The panel discussion among 5 of the most distinguished speakers with different background will bring you to various views on the most crucial issues of the business environment and opportunities in China and Northeast Region. During the Q&A section, you can have your voice raised as always.

The BCS 2016 reports the views of European Chamber member companieson China’s business and regulatory environment, including the following.
· How they are managing the deceleration of economic growth in China and how they view the upcoming two years, a period that many expect to be increasingly challenging.This includes data on plans for cutting cost through 2016, through such measures as headcount reduction.
· Their views of China’s industrial overcapacity problem.
· The leading challenges and regulatory barriers that they report facing inChina.
· Their evaluation of the implementation, to date, of the reform programout lined in the Third Plenum's Decision.
· Their views on the importance and likely effect of the 13th Five-Year Plan,the EU-China Comprehensive Agreement on Investment negotiations and the need for a new landmark development.
· The state of their R&D operations in China and problems created by issues such as limitations on internet access.

Mr. Jörg Wuttke
Mr. Jörg Wuttke
Jörg Wuttke is Vice President and Chief Representative of BASF China, based in Beijing. Since joining BASF in 1997, Mr. Wuttke has been responsible for helping guide the company’s investment strategies for China, negotiation of large projects and government relations.
Previous to joining BASF, Mr. Wuttke worked with ABB for 11 years; in fact his first professional encounter with China was in 1988 as the Finance and Administration Manager of ABB Beijing. In 1990, he returned to Germany as Sales Manager of ABB Power Plants Division, responsible for gas turbine sales to Africa and Russia. In 1993, he became Chief Representative ABB China in Shanghai and in 1994 moved to the President's Office of ABB China in Beijing, where he was responsible for the development and financing of large projects.
From 2001 to 2004 Mr. Wuttke was the Chairman of the German Chamber of Commerce in China. From 2007 to 2010, 2014 to 2017, and since May 2019 again he is the President of the European Union Chamber of Commerce in China
From 2011 to 2019, Mr. Wuttke was Chairman of the BIAC China Task Force of the Business and Industry Advisory Committee to the OECD (BIAC), a Paris based body of major business associations that lobbies the OECD.
From 2013 to 2016, and again since 2019 Mr. Wuttke is Vice Chairman of the CPCIF International Cooperation Committee, a group representing Multinational Companies in China’s Chemical Association.
Since its establishment in 2013, Mr. Wuttke is member of the Advisory Board of Germany’s foremost Think Tank on China, Mercator Institute for China Studies (MERICS), in Berlin.
In January 2019 Mr. Wuttke joined the International Board of the Stars Foundation, in Switzerland. stars - for Leaders of the Next Generation.
Mr. Harald Kumpfert
Mr. Harald Kumpfert
Harald Kumpfert serves as Co-Founder and General Manager ECO-WIT New Energy Co. Ltd. and Chairman of the Board, EU Chamber of Commerce in China, Shenyang Chapter.
Harald Kumpfert has been working for 20 years in China in the field of energy efficiency.
From 1996 to 2009 Harald used to work for Honeywell and Siemens in China to lead the controls business for heating and cooling systems. Many city heating systems were modernized using control systems to reduce energy consumption and to improve the operational safety.
Innovative system designs and control methods were introduced to the Chinese market.
In 2010, Harald Kumpfert joined SmartHeat and established the Heat Pump business through acquisitions in China and Germany.
In 2016, Harald Kumpfert founded and Established ECO-WIT New Energy Co. Ltd and Established Strategic Partnerships with Kuebler GmbH, to become the Representative for China. And established partnerships in China for joint market development.
Harald also introduced new technologies, designs and operational methods to the industry, helping companies to reduce their energy bills while contributing to the improvement of air quality.
In appreciation for his contribution to the development of the City of Shenyang and the Liaoning Province Harald was awarded the Rose Prize of Shenyang in 2013 and the Friendship Award of Liaoning in 2014.
In 2015 Harald Kumpfert joined the Board of the EU Chamber of Commerce in China and took over the position of Chairman of the Shenyang Chapter to support European Companies in developing their business in North East and to foster the ties with the society.
Mr. Marc LAMY
Mr. Marc LAMY
Born in November 1961, Mr. Marc Lamy assumed his duties as the General Consul of France in Shenyang on September 1, 2015. Previously, he was Deputy Head of Mission at the French Embassy in Sri Lanka and the Maldives (from 2012 to 2015). He also spent 2 years serving as a Special Assistant to the Director of the Asia-Pacific directorate of the French Ministry of Foreign Affairs (2010-2012).
Previously, he worked as Deputy Cultural Counselor and Attaché for Academic Exchanges and Scientific Cooperation at the Consulate General of France in Shanghai (1992-1995 and 2001-2006) and in the Embassy of France in the Republic of Korea (2006-2010). From 1995 to 1998, he also served as Cultural Counsellor in Latvia.
He holds a master’s degree in Literature and Linguistics. He is married and has two children.

From 1986 to 1990, Yang Yaozhi Graduated as the president of student union from Shenyang University Foreign language department, majoring in English for science and technology.
After the graduation from the university in 1990, Mr. Yang has worked in Heping Bureau of foreign trade and economic cooperation, Shenyang Changbai Island Management Committee, China Shenyang Municipal Government Trade and Economic Promotion Office in Europe for many years. He is currently working as the vice director of Shenyang Municipal Bureau of Foreign Trade and Economic Cooperation and the director of Investment Promotion Office to Germany of the bureau.
Mr. Wei Jiang
Mr. Wei Jiang
Jiang Wei is professor and head of the Department of Finance in the College of Economics at Shenyang University in China, and visiting research scholar both at Oxford University and Cambridge University. He has a Ph.D. in economics from Liaoning University.
Before he began his teaching career, Professor Jiang had experience as CEO of an investment consulting firm, general manager of the securities trading department of a State-owned trust and investment company and general manager of overseas development department of a State-owned foreign trade company.
Professor Jiang is member of the Professional Board of the International Valuation Standards Council (the IVSC) – an independent and not-for-profit international valuation standards setter, international observer of the China Appraisal Society (CAS) and vice-president of Liaoning Provincial Appraisal Society (LPAS).
As a consultant to the local government, Professor Jiang is also extensively involved in valuation projects, research and consulting programs for both the public and private sectors home and abroad and is frequently featured on television and in print media. He has contributed to the translation of the International Valuation Standards into Chinese and has given several talks at both the University of Oxford and the University of Cambridge.
Professor Jiang’s research interests include regional and institutional economics, asset valuation, policy-oriented finance, and financial systems, etc.
He is also a licensed Psychological Counselor and Certified Financial Planner (CFP) in China.
Other relevant positions that Professor Jiang currently holds include: chair of the Education and Consultation Board of the LPAS, vice-chair of the Economic Law Research Institute of Liaoning Province, standing member of the Intellectual Property Law Research Institute of Liaoning Province, standing member of the Risk Assessment Council for the social Stability of Shenyang in China and director of the Research Institute of Finance in the College of Economics at Shenyang University in China.
