China has replaced all business tax with value-added tax (VAT) after extending the policy to cover the construction, real estate, finance and consumer services sectors from 1st May 2016. They were the last four sectors still taxed based on their revenue.The VAT scheme first started in 2012 as a pilot program in Shanghai, covering a number of services including transportation, IT, and logistics. It was later expanded nationwide and to cover other businesses. Over the past four years, the VAT scheme has saved 640 billion yuan in taxes for businesses.
2016年5月1日起,按照财政部和国家税务总局的部署,营改增试点全面推开。原缴纳营业税的建筑业、房地产业、金融业、生活服务业等行业改为缴纳增值税。营改增计划于2012年在上海进行试点推广,涉及一系列服务包括运输、物流等行业，后扩大至全国各行业。在过去的四年中,营改增方案为企业节省了6400亿元的税。
