Mr. Patrick Zhu
Mr. Zhu has more than 15 years experiences and professional knowledge in the areas of customs classification, valuation, transfer pricing, royalties and license fee, rules of origin, FTA, customs special supervision areas, import-export control, customs audit.
Mr. Zhu was working in Shanghai Customs and is particularly well known for classification. He was a member of Non - electromechanical group in GAC Commodity Classification Technical Committee and alternate member of the GAC National Commodity Classification Technical Committee. Mr. Zhu has participated in various activities including:
- Editor of GAC journal HS Research and Commodity Classification
- Participating in many GAC project investigations and policy decision-making
- Member of GAC classification risk monitoring team
- Providing internal classification training for customs officials and external classification training for enterprises
Mr. Roger Chen
Prior to joining Deloitte, Roger had been serving in the Customs authorities for over 15 years, with rich experience in various departments, such as inspection, trade commodity control, customs clearance, customs audit. Roger has extensive experiences in customs classification, customs valuation, rules of origin, processing trade relief, customs duty reduction and exemption, customs audit and enterprise management.
Roger is particularly well known for customs clearance inspection and customs audit. Roger worked on various significant operational reforms in Customs, e.g., Customs Reform of Paperless Clearance and, Shanghai Free Trade Zone Voluntary Disclosure Program (VDP). Since he joined Deloitte, he has been providing services to many MNC clients on Customs audit defense, valuation and other advisory cases.
