1. ICT market access: Value-added telecommunication services (VATS)

• European companies cannot obtain the required licences for providing VAT services (for example, internet resources collaboration – a backbone for cloud- or VPN) due to equity caps requirements listed in the Telecoms Catalogue (2015) and restrictions from the Chinese 2020 Negative List for Foreign Investment (and all its previous versions).

2. Cybersecurity equal treatment: certification, reviews and other.

• China’s regulations, standards and practices under the Cybersecurity Law are making it increasingly difficult for European companies to equally supply to Chinese SOEs in comparison to Chinese companies.
