On 26 November, the European Chamber's Energy Working Group submitted its 2020/2021 Position Paper to the National Energy Administration Development Planning Department.

The department was collecting feedback for the energy section of the 14th Five Year Plan. The Energy Position Paper covers many of the topics sought by the NEA in its announcement, including energy security, decarbonisation, innovation, digitalisation, technology innovation, and market reform. The paper as a whole offers a comprehensive and diverse set of recommendations to both strengthen China’s energy system and to improve the business environment for foreign companies in China’s energy sector. The Working Group also invited representatives from the department to meet with members to further discuss the paper's recommendations.
