Europe China Heating Initiative Meeting with the State Administration of Market Regulation on China Compulsory Certificate‎ Regulations

In accordance with the requirements of the decision of the State Council on further reducing the catalogue of production licenses for industrial products and simplifying the examination and approval procedures (National issued (2018) No.33), the State Administration for Market Regulation has decided to change the management for explosion-proof electrical products etc. from production license to compulsory product certification (CCC certification). In order to ensure the smooth implementation of CCC certification and the smooth and orderly connection of work, several relevant requirements were announced.

However, from the transforming of Production Licence to China Compulsory Certificate, a grave concern on the questions of local supervision and inspection has been shared among the members of the European China Heating Initiative. So far, there are no relevant official regulations to explain whether it requires local inspecting and licensing in the industry or not. Therefore, the representatives of European Chamber of Commerce and member companies visited Xu Qiuyuan, State Administration for Market Regulation of the People’s Republic of China, Certification and Accreditation Administration of the People’s Republic of China and Wenshuo Li, Office Manager of National Quality Supervision and Inspection Center to help clarify and deliver the existing confusion and concerns.

Before the implementation of CCC certification, at the national level, wall-hung gas boilers must be tested by China’s State Administration of Market Regulation to gain the gas license. In the meantime, at the local level, a second local inspection is required in many cities. After conversion to China Compulsory Certificate‎, compared to other products that have employed China Compulsory Certificate‎, they are not required to be tested at the local level as long as they have acquired the China Compulsory Certificate‎. Accordingly, enterprises are highly concerned about the necessity, reasonableness, and operability of the local supervision and inspection of gas products after transforming to China Compulsory Certificate. In addition, the issues concerning the customs implementation during the transition period, the market regulation of gas inventory products, the relationship between China Compulsory Certificate and Type Test, parallel-import wall-hung gas boiler products and so on also have been further discussed in the meeting, which is extremely beneficial for the enterprises to better plan business practices and implement local regulations.
