Meeting with Tianjin Customs on FTA, Transfer Pricing and Customs Tariff Investigation

On 9 September 2019, an European Chamber Tianjin Chapter delegation, led by Catherine Guo, General Manager of Tianjin Chapter, met with Tariff Division of Tianjin Customs on the theme of FTA, Transfer Pricing and Customs Tariff Investigation.

Mr Zhang Changnian, Section Chief, Department of Original Centificate introduced the regulations on original certificate and FTA. He said in the year of 2018, the utilization ratio of FTA was only 49.2% in Tianjin. He encouraged European business to be more aware of the FTA update and fully utilize that. Ms Li Jun, Deputy Section Chief, Pricing Department interpreted the regulations on transfer pricing. Ms. Hong Jing, Section Chief of Customs Tariff Department outlined the ongoing customs tariff investigation in Tianjin and called on European business to participate in the investigation actively. She introduced the case of the company Novo Nodisk, a Danmark Pharmaceutical company based in Tianjin, who has saved around rmb180 million tariff during 2018/2019 through the investigation participation.

The European Chamber delegation consisted of representatives of 17 member companies in the industries of Pharmaceutical, Automotive, Packaging, New Materials, Trading, Equipment Manufacturing, Consulting, etc. A Q&A session followed the policy interpretation,  member companies raised questions regarding the implementation of original certificate, customs tariff investigation and FTA.
