Meeting with Certification and Accreditation Administration of China (CNCA) on Development and Administration of Laboratories and Inspection Bodies in China

Chamber Representatives of Quality and Safety Services Sub-working Group and Fashion and Leather Desk, jointly paid the visit to the Certification and Accreditation Administration of China (CNCA) and conducted a roundtable dialogue with the Department of Laboratories and Inspection Bodies of CNCA.

Followed by roundtable self-introduction and briefing on the Chamber’s working groups, Mr Shen Jun, Deputy Director General of Laboratories and Inspection Bodies of CNCA, made the introduction on the primary functions of CNCA, including administration of certification, China Laboratory and Inspection Body Mandatory Approval (CMA), administration of accreditation, and administration of quality and technology supervision. Mr Qiao Dong, Director General of Laboratories and Inspection Bodies of CNCA, further made the comparison between the CMA and the China National Accreditation Service for Conformity Assessment (CNAS) from the perspective of target, purpose, application procedures and impact. As Mr Qiao suggested, currently CNCA is pushing forward the reform of CMA together with the revision of Metrology Law under the context of decentralisation and optimising the services provided by the government. Mr Qiao and Mr Shen also replied a number of questions raised by the representatives, particularly regarding the administration of laboratories and inspection bodies at the local level, supervisory sampling inspection and government enforcement regarding product quality by the local administration of industry and commerce, dispute resolution on discrepancy or disagreement on inspection and testing reports, application procedures for extension of business scope for foreign testing and inspection bodies at provincial level. 

This dialogue was concluded with Mr Zhang Defa, Chamber National Vice Chair of Quality and Safety Services Sub-working Group, presenting the European Chamber Position Paper 2017/2018 to Director General Qiao Dong and the hope of continuing such communication between the Chamber and CNCA.
