Seminar on Local Business Environment with Shanghai Academy of Development and Reform

On 24 October, Ms. Helei Fu, Senior Government Affairs Manager, was invited to attend a seminar on local business environment organized by the Shanghai Academy of Development and Reform. The Academy of a think-tank under the Shanghai Municipal Development and Reform Commission. Mr. Ruan Qing, Deputy Director General of the Shanghai Municipal Development and Reform Commission chaired the meeting. Ms. Fu spoke highly of Shanghai’s efforts in IP protection, trade facilitation and attracting global talents. Regarding the local business environment, Ms. Fu shared the member’s concerns over the complex new work permit system for expats, limited access to government-funded R&D projects, lack of transparency of guidelines in factory relocation process, as well as massive flight delays in China. Other participants from local MNCs shared their perspectives including difficulties in attracting and retaining talents, increasing business cost, rising competition from other regions, market access restrictions on certain sectors to foreign business, etc. At the end of the meeting, Ms. Fu presented the BCS and PP to DDG Ruan.
