Centralized Purchasing of Orthopaedic Medical Devices in Guangdong Province

A delegation of the CDMD Advisory Committee of the European Chamber met with Mr. Wu Jingzheng, Director of the Department of the Department of Drug Policy of the Health and Family Planning Commission of Guangdong Province, to discuss the draft regulation on "Centralised Purchasing of Disposable Medical Products".

Mr. Wu addressed the three main concerns of the European Chamber:
a) Mr. Wu’s department will modify the classification of products into 1) imported products from developed countries and products exported to developed countries and 2) others. In the second edition imported and local products shall not be together in one class.
Mr. Wu acknowledged that products imported from developed countries may have certain advantages compared with local products, even if exported. He said that the “Purchasing Regulations” will definitely not discriminate against imported products. Guangdong Province will definitely comply with China’s commitments in the framework of the WTO agreement. In the huge market of Guangdong Province there is enough space for both imported products and local products to co-exist. Different hospitals will have different requirements to functionality and quality.
b) It is not decided, how many providers will win a tender. It may be more than one, but this is not decided yet.

c) Implementation of the “Purchasing Regulations” will be stepwise, starting from probably two relatively simple, mature product groups and after that the “Purchasing Regulations” will be gradually rolled out, finally covering all disposable medical devices. Part of the rollout will be the definition of product catalogues. This work is ongoing. Guangdong HFPC will consult external experts to achieve product catalogues that fit the requirements of the provincial hospitals.
