Sino-German Cooperation on Climate Change (SGCCC):
As the world’s largest emitter of greenhouse gases, China faces many challenges in achieving its nationally determined contributions (NDC) it has set for 2030. Within the framework of the Sino-German Cooperation on Climate Change, the three projects Sino-German Cooperation on Climate Change – Climate Partnership, Sino-German Cooperation on Climate Change – NDC Implementation, and Sino-German Cooperation on Emissions Trading Systems, Carbon Market Mechanisms, and Industry-related N2O Mitigation support China in achieving its climate policy targets of early peaking before 2030 and carbon neutrality before 2060.

The position of (Senior, depending on relevant experience) Technical Advisor (m/f) is based within the GIZ Cluster “Sino-German Climate Change Cooperation” (SGCCC) with a focus on adaptation.
Your tasks
1. Advising project partners in China
- Assisting and monitoring the development and implementation of project plans and activities for ambitious climate adaptation action in support of China’s National Adaptation Strategy on national, provincial and city level in the context of China’s 14th Five-Year-Plan. In this context engage and direct German (international) implementation partners in their contribution to the work of the SGCCC.
- Dealing with the technical and administrative aspects of design, preparation and implementation of workshops, seminars and other events and coordination of services such as studies or contributions of experts in line with the project needs and GIZ regulations.
- Coordination of related contributions of the Climate Policy / NDC team, and Climate Cluster management.
- Related research and compilation of reports in close cooperation with Chinese and German (international) cooperation partners.
2. Networking and cooperation
- Supporting cooperation, regular contact and dialogue with partners in China, Germany, and internationally, lead the PR/communication work of the SGCCC and cooperating with relevant organisations, especially other IKI implementation agencies in China.
- Communicating partner interests in the bilateral work between China and Germany, and guiding team members in these and encouraging sharing ideas and information for the benefit of the projects with other team members and IKI cooperation partners.
3. Knowledge management and reporting
- Keeping up to date with the climate policy discussion in China and internationally.
- Participation in knowledge management, monitoring, documentation and reporting of progress and success of activities, results and impacts.
- Drawing up reports and presentation documents.
- Work with team members and implementation partners in policy research activities and policy studies.
4. Project management and coordination
- Assisting with general project planning and management, incl. operational planning, annual activity planning, quality management, monitoring, evaluation, communication and documentation.
- Coordinating relevant project activities in consultation with the manager and cluster coordinator and in cooperation with the partners, both as regards to implementation and preparing organisational aspects.
- Handling procurement on behalf of GIZ (e.g. offer preparation, impact monitoring, project progress review, reporting).
Skills & experience
Your profile
- Master’s degree (PhD preferred) from internationally renowned university in climate policy related studies, e.g. climate change, low carbon development, economics, social science, environmental science, engineering, or other relevant disciplines.
- Min. 5 years’ professional experience in climate policy at national and province/city levels in China and/or internationally, such as in the UNFCCC context, or similar.
- Strong knowledge of Chinese and international climate policies and best practices in the context of the Paris Agreement and climate change adaptation, with respective publications in the field.
- Excellent network with Chinese and international climate experts in government and research at national and province/city levels.
- Chinese native speaker and fluency in English (written and spoken), German of advantage.
- Strong work ethics, reliability, personal integrity and motivation.
- Excellent interpersonal, communication and networking skills. Diplomatic communication and political sensitivity are required.
- Strong managerial and organisational competence to ensure efficient, accurate and high-quality delivery of all work-related output.
- Proficiency with ITC technologies (i.e. MS Office).
