The Industrie 4.0 Online Learning Platform Project (IOLP) – A DeveloPPP.de Strategic Alliance Project
The IOLP project is a Strategic Alliance Project (STA) established under the DeveloPPP.de programme introduced by the German Federal Ministry for Economic Cooperation and Development (BMZ). The goal of the programme is to pool resources from governments, private sectors as well as academia together for the attainment of specific development goals in developing/emerging and under-developed countries through joint-efforts. As the official implementation body, GIZ is responsible for the development and management of the projects.
The IOLP project was established against the background of the existing and potential employability pressure for mid- to low skilled workers in a fast-transforming manufacturing sector in China. Therefore, the project aims at enabling workers to operate in an increasingly digitalized manufacturing environment in manufacturing-intensive regions in China through the development and promotion of an interactive online learning platform with blended on-site trainings. The project duration is planned for 3 years (with possibility of extension) and currently involves partners from various fields such as Siemens, Fraunhofer, Phoenix Contact and MIITEC (a training arm of the Chinese Ministry for Industry the Information Technology).
The IOLP project works closely with the Sino-German Industrie 4.0 Project, which manages and facilitates the political dialogue between the German Federal Ministry for Economic Affairs and Energy (BMWi) and the Chinese Ministry of Industry and Information Technology (MIIT) on Industrie 4.0 / Intelligent Manufacturing.

Our Project “Sino-German Energy Partnership Project” based in Beijing offers a position as technical advisor, starting as soon as possible.
Key Tasks:
Technical and organizational support for implementing project activities and events in coordination with the project team.
Advisory on the policy and regulatory framework to promote energy transition, in particular on measures to increase energy efficiency and renewable energy.
Research, analysis and summary of up-to-date information on China’s energy and energy efficiency sector development, policies and regulations as well as economic restructuring of resource-dependent regions.
Organization and arrangement of capacity building and training activities for Chinese partners.
Facilitating experience exchange on energy topics between German experts and relevant stakeholders.
Regular contacts and dialogue with German and Chinese partners (including translation and interpreting).
Planning, coordination, monitoring, evaluation and reporting of project activities.
Knowledge management within the framework of the project (especially information and know-how on German and Chinese energy and energy efficiency policies and technologies).
Skills & experience
Requirements:
Master and/or Bachelor university degree in an area related to the project’s topics, e.g. energy, energy efficiency, energy / facility management, process engineering and etc.
At least 2-3 years of professional experience in energy area in particular with energy efficiency or renewable energy or similar.
Knowledge of Chinese and international policies and best practices on energy efficiency, renewable energy and overall energy transition. Knowledge of the German experiences a plus.
Excellent organizational and project management skills. Efficient, accurate and high quality delivery of all work-related output.
High work ethics, reliability, personal integrity and motivation. The successful candidate must be able to handle multiple simultaneous assignments with competing priorities and fixed deadlines.
Chinese mother tongue and fluency in German or English (written and spoken).
Excellent interpersonal, communication and networking skills. Diplomatic communication and political sensitivity required due to work in a bilateral government cooperation project of high visibility.
