Job description
The Senior Business Manager (European Affairs) is responsible for European government affairs within the Beijing Chapter and plays a coordinating role with other chapters, developing and executing successful government affairs strategies and activity programmes with European authorities/officials with the instruction of the Head/Director of Government Affairs.
He/she will seek input on new initiatives but will ultimately be in charge of driving actual implementation and delegating to other Beijing team members relevant work and coordinating with other chapters.
The Senior Business Manager (European Affairs) is responsible for coordinating and implementing the Chamber’s lobbying activities, working in close association with GA teams in other chapters and Chamber management, in particular managing the communication of key messages of European industry to both the Chinese Government and European officials. The Senior Business Manager (European Affairs) has responsibility for leading and mentoring other GA team members.
The Senior Business Manager (European Affairs) is also responsible for the management of a number of working groups (WGs), where European industry comes together to discuss and address issues of common concern. In this regard, he/she works closely with senior European executives to ensure that their views and recommendations are supported and promoted both by the EU and individual Member States and thus heard at all levels of Chinese government. He/she will also coordinate working group management in Beijing and smaller chapters, when needed, and Beijing’s support to the working group engagement initiative.
Key responsibilities include:
Government Affairs
· Coordination with key stakeholders from the European Union Delegation to China, including participation in regular meetings.
· Responsible for coordinating and drafting the annual Position Paper including the Executive Summary
· Supporting, developing and formulating with the Head/Director of GA, General Manager and Secretary General the chapter and Chamber strategy and coordinating dialogue with the Chinese and European authorities.
· Presentations to the diplomatic and business communities of the 28 Member States as required.
· Daily management of GA issues, recruitment and training of team/interns.
· Ensure close cooperation of GA department with membership, events and media and communications departments.
· Organise two yearly all WG Chair meetings
· Ensure all WG communication is streamlined and in line with the Chamber guidelines.
· Organise WG activity calendar, including meetings, industry briefings and seminars.
· Ensure China-wide WG coordination with other Chamber chapters.
· Promote WGs and expand related membership.
· Follow relevant government policies and regulations and coordinate WG responses, including drafting and presentation of annual Position Paper.
· Draft WG annual reports for membership promotion and the AGM report.
· Coordinate working group management in Beijing and smaller chapters, when needed.
· Coordinate Beijing’s support to the working group engagement initiative.
· Develop and maintain close relations with the European Commission and the European Delegation to China at the WG level.
· Develop relations with relevant national and international business associations.
· Provide material for weekly Chamber newsletter and monthly EURObiz magazine as well as Chamber Press Releases as required.
· Ensure timely communication and effective media relations including drafting releases.
Skills & experience
- Over 5 years Government Affairs relations experience, especially in the European Affairs
- Strong knowledge about Chinese and European authorities and practices
- Good understanding and interest in Chinese and European commercial and political environment
- Excellent project management skills
- Excellent leadership skills
- Outstanding verbal and written communicator
- Strong planning and analytical organisation skills
- Responsible, professional, open-minded, and strategic thinker
- Near native English speaker a must, other European languages and Mandarin are a plus
- Professional appearance and demeanor
- University degree in related field ( economics, political science, communications, law …)
