Job description
As a part of the Chamber’s implementing role in the execution of the EU-China Aviation Partnership Project in China, the Chamber will advertise both new positions and any positions for which there is a renewal of contract as well.
As the local partner of EU-China Aviation Partnership Project in China, European Chamber is looking for a ATM Coordinator to support the implementation of this project.
The purpose of this project is to increase visibility and raising awareness about European aviation expertise among Chinese counterparts, in particular within the Chinese administration. In this respect the project shall work towards offering a ‘one-stop-shop’ for the Chinese authorities to turn to when it comes to technical cooperation.
European industry and authorities at EU and national level will work together closely for the project to support their common agenda. The specific objective of the project is to strengthen the economic partnership between the EU and China in the civil aviation domain.
The main responsibilities for the ATM Coordinator include:
General:
· Support the project team leader in this specific domain, when it comes to overall project coordination
· Provide input to the strategic orientation of project activities related to ATM, ANS and airports
· Keep up to date about latest ATM, ANS and airport developments, plans for new policies, rules and regulations
· Act as a knowledge hub for and give advice to European project partners to ensure that cooperation initiatives are tailored to and address current and future cooperation needs in the field of ATM, ANS and airports in China in line with APP objectives
· Support the APP strategy and objectives with regards to China in the ATM/ ANS and airport domain
Development, implementation and coordination of project activities
· Develop and support the implementation of ATM, ANS and airport related activities including the provision of technical expertise in line with the APP objectives. In this respect one of the main objectives is to work with relevant stakeholders in providing support to the Chinese authorities to address capacity constraints in China.
· Select qualified short term experts (internal EASA or with EASA partners of the project) for the implementation of such activities.
· Monitor the implementation of the ATM, ANS and airport part of the annual and overall work plan;
· Identify the right Chinese counterparts and develop a positive relationship.
· Support the coordination of the many stakeholders both on the Chinese and European side to maximise the positive outcome of EU and China cooperation.
· Support the assessment of cooperation proposals and contribute to the discussion for deciding on APP support for such proposals, while observing principles of impartiality.
· Organise and contribute to the implementation of a series of technical activities such as seminars, conferences, workshops and training in support of the implementation of ATM, ANS and airport related activities. Support shall be provided both from a technical and logistical point of view.
· Meet the project’s communication and reporting obligations related to these activities.
Additional services:
· Support the project team leader in the definition of annual and overall work plans. In particular when related to the ATM, ANS and airport domain.
· Support the project team leader in the budget planning and forecasting as well as financial reporting of the project in particular when related to ATM, ANS and airport related activities.
· Contribute to the project reports (including establishment of qualitative and quantitative analysis of activity implementation).
· Coordinate in liaison with technical experts technical report writing and consultancy studies as requested by the Agency.
· Cooperate with and support other experts and stakeholders involved in the project.
· Any other tasks deemed relevant for the successful implementation of the project and as agreed between the team leader and ATM coordinator.
Skills & experience
Specific professional experience/expertise
The ATM coordinator must have a University degree or equivalent professional qualification in the field of ATM, ANS or airports. A minimum of 5 years of experience in the field of civil aviation ideally with experience in more than one ICAO region. This shall include at least 5 years of proven experience working for an Authority, ANSP, airport or international organisation (ICAO, EUROCONTROL, etc.) dealing with specific ATM/ANS activities. Knowledge of the Chinese and European regions and of Civil Aviation Cooperation projects will be an advantage.
Specific professional experience:
· Extensive experience in international and/or multicultural environments.
· Proven expertise in summarising complex situations and conveying key messages to senior management.
· Expert knowledge and experience of the airspace management environment for both civil and military operations, including the development, validation and implementation of harmonised ATM processes and procedures.
· Expert knowledge and experience in the development of regional initiatives such as the Single European Sky initiative and its regulations, as well as the operational application of these regulations.
· Expert knowledge of ICAO Rules of the Air, Standards and Recommended Practices, Procedures for Air Navigation Services and applicable Regional Supplementary procedures.
· Good knowledge of the opportunities and challenges related to the establishment of Functional Airspace Blocks (FABs).
· Understanding of requirements to perform safety assessments of changes to ATM system components.
· Knowledge about establishing ATM Key Performance Indicators to measure ATM system performance and improvements .
· Problem solving skills and attention to details.
· Good communication skills in English and Chinese, including the ability to produce high quality written material and presentations for a variety of audiences in English.
· Relevant experience in supporting emerging countries.
· Relevant experience in China would be an asset.
