The European Union Chamber of Commerce in China (European Chamber) is delighted to invite you to the launch of our Shanghai Position Paper 2023/2024 on Tuesday, 14th February 2023. The fifth edition of the Shanghai Position Paper examines how Shanghai can restore its reputation as an internationally competitive city following nearly three years of closed borders, coming to a head with the city-wide lockdown in the spring of 2022, which brought business to a standstill and confined residents to their homes for two months. Given the city’s ambitions of building a headquarters economy, Shanghai must now focus on addressing the lingering challenges of economic recovery post-lockdown as well as harnessing the strengths of European businesses to create a predictable business environment amid China’s evolving COVID-19 policies. This will entail improving living conditions to attract foreign talent, addressing existing market access barriers through regulatory reform, and encouraging open government-industry dialogue in addition to fully leveraging innovation resources and regional integration.

- Members: free for the first participant from the Shanghai Chapter member company. Additional participants from the same company are welcome to join with the participation fee of 300RMB/person. The complimentary ticket for one participant per member company will be assigned on a first comes, first serves basis.
- Advisory Council members: Members of the Advisory Council receive complimentary admission for up to two participants from their company for this event. Additional participants will be charged 300RMB/person.
- Non-members: 600RMB/person

- Events have limited capacity. To ensure your attendance please register online in advance. We cannot guarantee access to anyone not registered in advance.
- All European Chamber in-person events and webinars are off the record, unless stated otherwise.
- The European Chamber reserves the right to change the event and webinars programs at any time.
Cancellation Policy
Cancellations must be received in writing at least one full day in advance of the date of the webinar.
To cancel you can: 1) email yangzhao@europeanchamber.com.cn, or 2) cancel online if you registered for the event through the website. Should you fail to cancel your participation on time, the European Chamber reserves the right to transfer future event/webinar registrations to other interested participants. In the case of fee-based events, the event fee will be charged to those who fail to cancel their registration on time.
Advisory Council Policy
Members of the Advisory Council may receive complimentary admission to Chamber seminars, conferences and factory visits up to two attendees per event. Additional participants will be charged at the member rate.
Advisory Council members will still be charged the standard member rate for participation in training courses and special events, such as gala balls, government appreciation dinners, or admission to corporate social events/tournaments.

Steven has lived and worked in China for over 15 years in the non-profit management industry leading and representing global trade associations, professional societies and business interest groups in the region.
Steven is a Dutch national and a Permanent Resident of China. He is a lawyer and sinologist by training. He has a native level language proficiency in Mandarin, English, and Dutch.

Mr. Joerg Wuttke
Joerg Wuttke is Chief Representative of BASF China, based in Beijing. Wuttke is President of the European Union Chamber of Commerce in China – an office he already held from 2007 to 2010 and from 2014 to 2017. Wuttke contributes regularly to the Swiss financial blog https://themarket.ch/. He has lived in Beijing for more than three decades.
Ms. Bettina Schoen-Behanzin
Ms. Bettina Schoen-Behanzin
Bettina Schoen-Behanzin entered Freudenberg Group in October 2012. As Regional Representative Asia she has been leading the Regional Corporate Center, based in Shanghai, China and is providing guidance and support for strategic planning and business development for the Freudenberg Business Groups in the region. From March 2008 to September 2012 she served as Managing Director of Wittur Elevator Components, China. She assumed the role of Managing Director of Rittal Electro-Mechanical Technology, China from 2000 to 2008, after having been the General Manager of Rittal in China as well as Sales and Marketing Manager of Rittal in Singapore. She had joined the Rittal Headquarters in Germany in 1992.
Bettina Schoen-Behanzin has acquired a Master degree in Sinology, Business Economics and Political Science at the Ruhr-University in Bochum, Germany. Furthermore, she did Post-Graduate Studies of Chinese and Economics at Fudan University, Shanghai, China.
Speaking Chinese fluently, Bettina Schoen-Behanzin has around 25 years of working experience in Asia, mostly in China, leading operational business as well acting in corporate functions. From April 2014 to April 2016 she served as Director of the Board of the German Chamber Shanghai, being reelected in April 2016 and April 2018 as President of the Board of the German Chamber Shanghai. In 2019, she was the first German woman to receive Shanghai Municipal Government’s Magnolia Gold Award.

Mickael Naouri is the Corporate Affairs Director & H2E Senior Business Developer for Air Liquide China, a leading French industrial gases company. Michael is responsible for developing the hydrogen strategy and marketing for Air Liquide in Asia Pacific, having previously worked for Air Liquide on refinery, chemical and energy topics for the large industry business line. Mickael is the former National Vice Chair of the Energy Working Group (2020-23) and is currently based in Shanghai.

Jens Ewert, a Senior Partner with Deloitte China, has over 30 years of working experience in the professional services, based in Shanghai since end 2002 – he has been a member of Deloitte China Eastern Region Management team since then. Jens is the national leader for Deloitte China Life Science & Health Care Industry, leading a dedicated industry team comprising over 1000+ partners and professionals. He also covers our full range of multidisciplinary services, from consulting, risk & financial & tax advisory and audit & assurance, offering to Multinational Clients in China.
Jens has received the ‘Magnolia Silver Award’ from the Shanghai Government in September 2021, recognizing foreign business leaders for their special and outstanding contribution to the City’s development. He is also a Board member at the EUCCC Shanghai and the National Vice-Chair of the Investment Working group at the EU Chamber in China.
Prior to moving to China, he has been working in numerous countries always in professional services, such as France, Hungary, Vietnam and Indonesia. He hold a Master degree from University Paris X Dauphine in Business & Finance and a Diploma of Political Science from Institut d'Etudes Politiques de Paris. He also attended numerous executive programs at IMD and Insead. He is married to Christine and calls France his home.

With over 19-years experiences in multinational corporation’s legal affairs management and compliance, Victor used to work in a Hong Kong red-chip mobile communication company, a multi-national cosmetics company, and a world-class retail conglomerate. His extensive experience has equipped him with rich business knowledge of various industries, a sharp sense of different industry sectors and legal practice experiences. Victor has worked at Henkel for over 13 years, during which he has led his team handled numerous and complicated legal affairs and projects in the areas of international & domestic restructuring, divesture, mergers & acquisitions, labor, anti-trust, tax, customs, dispute resolution, government affairs, compliance and corporate governance. Victor’s performances has won him a high recognition from the Headquarters’ management, and he was elected as one of the Top General Counsel in 2015 by Asia Legal Business of Thomson Reuters and ranked one of GC Influencer of Greater China by Chambers in 2018 and 2019 consecutively as well as GC Power-list by Legal500 for consecutive years. Victor’s current practices and study interests concentrate on the legal systems of foreign direct investment, anti-trust, mergers & acquisitions, tax law, compliance and corporate law. Victor is also an active columnist at LexisNexis China and is invited from time to time by professional forums as the guest speaker on the above-mentioned areas.
