Recently, the National Development and Reform Commission, the People's Bank of China, member units of the Inter-ministerial Joint Conference on the Establishment of the Social Credit System, and other relevant departments have studied and drafted the Social Credit System Establishment Law (Draft for Comments), and publicly solicited comments. In recent years, the establishment of social credit system has been addressed in several regulations and policy documentations, and comprehensive pilots has been carried out in the practice of local social credit legislation in various areas.

China’s MEE has issued guidelines to guide the development of TWO HIGH projects - projects with HIGH energy use and HIGH carbon emissions, in order to accomplish its goals of bringing down its carbon emission to a peak by 2030 and reaching carbon neutrality by 2060. The TWO HIGH policy aims to reduce energy consumption by spurring companies to innovate on their process and improve the energy efficiency.
