On June 1st, 2020, the Chinese Central Committee and the State Council jointly released the Overall Plan for the Construction of Hainan Free Trade Port (“the Masterplan”), a large-scale plan to transform the entire island province into a free trade port (FTP) – making it the largest special free trade zone in China. The Masterplan laid out a series of special policies for Hainan – liberalization of trade of goods and services, facilitation of investment, opening-up of key sectors, and free exchange of people, capital, and data.
