This is the first time that the Shanghai Position Paper has been published as a standalone publication. It compiles the latest assessments and concerns of European businesses operating in Shanghai with the aim to offer constructive recommendations to Shanghai’s policy-makers. These recommendations are offered in the spirit of mutual benefit to improve Shanghai's business environment for both foreign and domestic companies, in order to promote Shanghai's sustainable economic growth and further boost its development into a truly international metropolis.
Mats Harborn, Vice President of the European Chamber, will first provide the overall results from the Position Paper, followed by Mick Adams, Vice Chairman of the Board, European Chamber Shanghai, who will focus on Shanghai.

Speakers
Mr. Mats Harborn
Mr. Mats Harborn is Executive Director of Scania China Strategic Center which was newly established by Scania on Sep 1st 2010 in a commitment to a long-term development in China. He also serves as Executive Director of Scania Sales (China) Co., Ltd.
Before taking the roles, Mr. Harborn had been acting as Managing Director of Scania Sales (China) Co., Ltd since its founding in 2007. Ahead of that, he was responsible for managing the Regional Office of Scania for China starting from 2004 when the leading international commercial vehicle manufacturer started tapping into the Chinese market.
Before taking the roles of vice president of the European Chamber, Mats had been acting as Chairman of Swedish Chamber of Commerce in China. And he is main board member of ACEA China Board.
Mr. Mick Adams
Mick Adams is Director & General Manager of Somerley’s Shanghai operations, focused on advising on cross-border mergers, acquisitions and capital investment between China and the rest of the world. He has more than 30 years of experience in the development, financing and implementation of major infrastructure and industrial projects, predominantly in Asia. He was previously a director of Trafalgar House/Kvaerner’s infrastructure investment and development business, based in Hong Kong, and then Director and General Manager of Gammon Construction’s operation in Shanghai. He has lived and worked in Shanghai for twelve years.
Mick Adams holds an MBA from INSEAD, France and an MA and BA in Engineering from Churchill College, Cambridge University, UK.
