Notice on promoting the construction of demonstration area of distributed photovoltaic power generation applications
为进一步推进分布式光伏发电示范区建设，充分发挥分布式光伏发电在引导社会投资、特别是民间资本投资方面的作用，根据国家发展改革委《关于发布首批基础设施等领域鼓励社会投资项目的通知》（发改基础[2014]918号）相关要求，公布列入国家首批基础设施等领域鼓励社会投资项目的30个分布式光伏发电应用示范区的名单。

Heavy metal pollution comprehensive control of the Twelfth Five Year Plan
本规划的基本思路是控新治旧、削减存量，着力点是调结构、保安全、防风险，立足于源头预防、过程阻断、清洁生产、末端治理的全过程综合防控理念，遵循统筹规划、突出重点，控新治旧、综合防治，政府引导、企业主体的原则，突出重点防控的污染物、区域、行业和企业，明确了重金属污染防治目标、任务和政策措施，通过转变发展方式、优化产业结构、推进技术进步、加强重金属污染源监管，逐步建立起比较完善的重金属污染防治体系、事故应急体系和环境与健康风险评估体系，有效防控重金属污染。

关于《中华人民共和国广告法（修订草案）》的说明
一、修订的必要性
《中华人民共和国广告法》（以下称现行广告法）自1995年2月1日施行以来，在规范广告活动、促进广告业健康发展和保护消费者权益方面，发挥了重要作用。近年来，随着我国广告业迅速发展和互联网广泛应用，广告发布的媒介和形式发生了较大变化，现行广告法的有关规定过于原则，约束力不强，对一些新问题、新情况缺乏规范，已不能完全适应广告业发展的客观需要：一是广告准则内容不够完备,针对性不强，药品、医疗器械、农药、兽药、烟草等广告准则内容较为单薄，保健食品、医疗、教育、培训、房地产等广告缺乏专门规定。二是广告活动规范不够明晰，广告主、广告经营者、广告发布者和广告荐证者的义务与责任缺乏清晰界定，对未成年人权益保护不够，对网络广告的监管需要加强。三是虚假广告的认定标准亟待明确，有效惩治虚假广告的法律依据还不完善。四是法律责任的针对性和操作性不强，惩处力度不够，难以有效遏制广告违法行为。
