In 2025, the Two Sessions emphasized the need to promote the safe and healthy development of emerging industries such as commercial aerospace and the low-altitude economy; cultivate future industries such as bio-manufacturing, quantum technology, embodied intelligence, and 6G; accelerate the digital transformation of manufacturing; and vigorously develop new-generation intelligent terminals such as intelligent connected new energy vehicles, AI-powered mobile phones and computers, and intelligent robots, as well as intelligent manufacturing equipment." China has laid a solid policy foundation for the development of new quality productive forces, encompassing R&D subsidies, tax incentives, and the construction of industrial parks, while continuously enhancing its innovation capabilities.
