For a long time, large European manufacturers in China purchase green power through Power Purchase Agreements (PPAs) to satisfy their decarbonisation needs, while using the unbundled Green Electricity Certificates (GECs) as a complementary tool. The State Council’s 24 Measures to Attract Foreign Investment of August 2023 specifically highlighted the introduction of policies and measures to support foreign-invested enterprises’ increased participation in GECs trading and cross-provincial and cross-regional green power trading. Throughout 2024, guidelines for medium- and long-term green power trading and specific issuance and trading rules of GECs have been announced, while the links between GECs and China Certified Emission Reductions (CCER) have been clarified, addressing some of the long-standing issues.
In order to enhance the understanding of EU enterprises in China on the latest policy, promote the exchange of the industry, and improve the green power consumption capacity of multinational companies, the European Chamber is honoured to invite the officials and experts of relevant departments, to discuss the policy updates, green power consumption methods by multinational enterprises, the alignment between GEC and China’s carbon market, and the international recognition of GEC, among others.
长期以来,在华大型欧洲制造商通过购电协议(PPA)购买绿色电力以满足其脱碳需求,“证电分离”的绿证(GEC)作为补充工具。2023年8月,《国务院关于进一步优化外商投资环境加大吸引外商投资力度的意见》表示,将出台促进绿色电力消费政策措施,支持外商投资企业更多参与绿证交易和跨省跨区绿色电力交易。2024年以来,绿色电力中长期交易规则以及绿证核发和交易规则相继出台,绿证与核证自愿减排量(CCER)的衔接也得到明确,解决了一些长期存在的问题。
为了加强在华欧盟企业与国内外关键利益方的沟通对话,使企业理解最新的政策与标准,提高跨国公司绿电消费能力,中国欧盟商会定于2024年10月28日举办 “中欧绿色发展论坛之绿色电力消费与国际认可专场会议”,以此论坛构建中欧绿色发展的二轨对话平台,促进中欧相关监管机构、企业界的沟通交流。本次会议将邀请有关部门领导与专家解读最新政策,讨论跨国企业未来承担绿色电力消费责任的方式、绿证与国内碳市场的衔接、绿证的国际互认情况等重要议题。

Dr. Gianni Di Giovanni Committee member of European Chamber of Commerce, States' Representative of European Chamber of Commerce; Chairman, Eni China BV; Chairman, Eni Energy China, EVP, Eni China Rep Office.
Dr. Di Giovanni was born on July 3, 1963, Italy. He degreed in Rome and obtained a Harvard master’s degree in Energy and Climate Change. He is the States' Representative of European Chamber since 2023.

崔广胜 国家能源局新能源司综合处副处长,长期从事风电行业规划和政策研究,先后牵头或参与推出了绿色电力证书、“十四五”可再生能源发展规划等系列政策文件,具有深厚的理论功底和实践经验。
Cui Guangsheng, Deputy Director of the General Division of the New Energy Department of the National Energy Administration, has been engaged in wind power industry planning and policy research for a long time, and has led or participated in the launch of a series of policy documents such as green power certificate and the "14th Five-Year Plan" renewable energy development plan, with profound theoretical foundation and practical experience.
Ms. Xueying (Kitty) Xia

Ms. Xueying (Kitty) Xia
Kitty has over around 20 years’ experience at multi-national companies, with solid track record in the energy industry, from petrochemical, oil & gas, to power and electrical industry. She has with both conventional energy sector, and new/integrated energy sectors.
She has deep understanding of the digital transformation of energy management and manufacturing industry. She has accumulated expertise from various roles including business development, strategy and integration, government and partner affairs, public policy advocacy, corporate communications and campaigns, and CEO thought leadership. More importantly, she has adequate understanding of China political and social ecosystem with first-hand experience in business access, capital project investment, operational issues of challenges, with key government agencies and business partners.
Dr. Zhonghua Xu

Dr. Zhonghua Xu has 20+ year-experience on R&D and projects development in university and international energy giant. His expertise covers materials, energy, chemicals, environment, microelectronics, etc.
He has strong network with energy and chemical industry, international academic labs and public institutes, government. He understands well the challenge, opportunity and evolution of innovation for energy and chemical industry.
He has served as National Chair of the Energy and R&D Working Groups of the European Chamber, and is currently National Chair of the Carbon Market Working Group.
Ms. Lin Ai

Ms. Lin Ai
Ms. Lin Ai serves as Deputy Director, Energy Information Center, China Renewable Energy Engineering Institute. She engaged in research on policies related to the renewable energy industry and electric power planning for a long time. She has been responsible for the nationwide issuance and trading of green certificates and led several important policy drafting and research projects in the fields of wind power, photovoltaic industry scale management, electricity price subsidies, green certificates, power market, and energy conservation and carbon reduction, as well compilation of the development reports for the wind power, photovoltaic, and biomass power generation industries in China from 2017 to 2023.
艾琳博士为正高级工程师,现任水电水利规划设计总院中心副主任。长期从事可再生能源行业政策研究及电力规划工作,负责全国绿证核发及交易相关工作,牵头开展了风电、光伏行业在规模管理、电价补贴、绿证、电力市场、节能降碳等领域的多项重要政策起草和课题研究,牵头编写了2017至2023年度中国风电、光伏、生物质发电行业发展报告。

Mr. Fan has been engaged in research in the fields of energy and power planning, energy policy, electricity markets, grid investment management, and carbon neutrality. In recent years, he has led and completed over 100 research projects related to electricity markets, incremental distribution networks, and energy and power planning, organized by the NDRC, NEA, as well as local governments and energy and power enterprises. He has also been a key participant in the research on China's 13th and 14th Five-Year Plans for energy sector, the planning of implementation schemes for carbon peak, and the research on the positioning of carbon markets and coordination mechanisms among various market functions under the " carbon peak and carbon neutrality goals" context.
凡鹏飞,电力系统及其自动化专业工学博士,教授级高工,现任电力规划设计总院能源政策与市场研究院(能源绿色金融创新合作中心、绿色低碳节能认证中心)院长。长期从事能源电力规划、能源政策、电力市场、电网投资管理、碳中和等领域的研究工作。近年来主持完成国家发展改革委、国家能源局以及地方政府、能源电力企业委托的电力市场、增量配电网、能源电力规划相关课题研究100余项。主要参与完成我国“十三五”“十四五”能源规划研究,能源领域碳达峰实施方案规划研究,“双碳”背景下碳市场等多市场功能定位及衔接协调机制研究。主持全国电力体制改革评估、浙江和广东电力市场评估、南方区域电力市场规划、广东电力市场规划等电力市场研究项目。主持编制《增量配电网规划技术导则》《增量配电网规划报告内容深度规定》等国家能源局发布的行业技术标准7项。参与编写《“碳达峰、碳中和”百问百答》《中国能源发展报告》《中国电力发展报告》等多部著作;翻译著作《电力市场:理论与应用》。发表核心期刊论文、EI检索论文10余篇。

Ms. Haifeng Jiang 姜海凤
Dr. Jiang Haifeng, doctorate in ecology and Deputy Manager of the Beijing Carbon Market Trading Center at the Beijing Green Exchange, has over 15 years of experience in low-carbon management consulting and carbon trading management. She has extensive experience in the formulation of dual-carbon plans for governments and enterprises, development of emission reduction projects, corporate carbon inventory, verification, and carbon asset management. She is responsible for the development and research of hundreds of projects and topics in related fields.

Ms. Ying (Jenny) Zheng 郑颖
Ms. Zheng Ying (Jenny) is the Director of Sustainable Development Department of Beijing PowerChain Technology Co.,Ltd. She serves as a special expert or consultant to government agencies, industry associations, multinational corporations and non-government organisations, including China Society of Automotive Engineers (China-SAE), China Carbon Neutrality Forum, Chinese Society of Environmental Sciences and China ESG Alliance, State Grid, H&M and CATL.
Ms. Zheng has deeply worked with government departments to provide independent insights on GEC related policies, electricity purchase methods and Scope 2 accounting rules in the EU and other regions or countries. Her research is in the areas of energy and climate policies, focusing on the policy design and implementation effectiveness surrounding energy decarbonisation, green electricity certificate market and emission trading scheme. Ms. Zheng undertook her M.A in Global Environmental Studies (GENV) from Sophia University, Japan.

Diana WU is the General Manager of Power Markets and Communications at EDF Renewables China. In her position, she leads the CPPA business, helping industrial players decarbonize their production activities. She also covers market intelligence and corporate communications functions, tracking the policy and power market revolution in China and bringing EDF’s global insights to China. Before joining EDF Renewables, she worked at Asia Clean Capital as the Head of Commercial and Operations. Diana WU has a master’s degree in finance from the Central University of Finance and Economics.

Ms. Kathy Ren is the General Manager of ACT, the world’s leading renewable energy solutions provider, in the Greater China region. She leads the ACT China team, serving multiple Fortune 500 companies, focusing on providing innovative and sustainable energy solutions to clients, with particular expertise and unique insights in the carbon trading market. Prior to joining ACT, Ms. Ren served as an Investment Director at Bridgepoint. During her tenure, she led investment projects targeting Europe and successfully guided the business expansion of multiple European companies in China, participating in strategic acquisitions in the fields of renewable energy. Ms. Ren holds bachelor’s degree from Peking University.

Ms. Junkai Guo
Junkai develops and drives the Public Affairs agenda for Inter IKEA group in China and establishes relationships with policy makers, regulators and other relevant partners. She plays a leading role in influencing and shaping agendas impacting Inter IKEA’s ability to conduct business. Before joining Inter IKEA, Junkai heads Government Relations and Public Affairs at Richemont group. She held senior Government Relations roles at Nestle and Danone earlier of her career. She worked in Beijing, Shanghai and London. She holds a bachelor degree of Law in Political Science from Sun Yat-Sen University and has a MBA from London School of Economic and Political Science.

With 15+ years of experience in Government Affairs, working for the 500 Fortunes multinational companies in public affairs, Erin has successfully developed public affairs strategies, advocating for legislation changes, and involving both public and private actors.
In 2022, Erin joined H&M Group Production to create the Great China Public Affairs team for the supply chain and drive both business and sustainability impact. Prior to joining H&M, Erin served as head of China government affairs at AMD and Infosys, where she was responsible for government relations, standards, and compliance.
Erin holds bachelor’s degree in international economic and business law from the University of International Business and Economics, master’s degree in business administration from the FuDan University.
Mr. Clement Lix

Mr. Clement Lix
Clement Lix joined Air Liquide R&D in 2011 to improve the core technologies of the production units. In 2013, Clement joined i-Lab, the innovation lab of Air Liquide, to work on the Plant of the Future and participated to the creation of Air Liquide Digital teams. In 2016, Clement joined the Southeast Asia cluster to create the Smart Innovative Operations Centre in Kuala Lumpur, remotely operating and optimizing the 30 plants in the 12 countries of the area. He managed the Centre of Excellence. In 2020, Clement performed strategic studies in Air Liquide Head Office. In 2021, Clement joined Air Liquide Greater China cluster as Energy Transition Director. He supervises the energy management activities and support new projects for a low carbon society. He is also the National Vice Chair of the Energy Working Group, European Chamber.

Henry serves as Senior Director, Charging & Energy of Volkswagen Group China. His previous work responsibilities in Volkswagen Group China covered Decarbonization Strategy and Group Corporate Strategy.
Mr. Tyler Pan

Mr. Tyler Pan
Tyler Pan is responsible for the procurement of Covestro Asia Pacific bulk products, including synthetic gas, chlor-alkali, industrial gas, ammonia, electricity, natural gas and steam. At the strategic level, while ensuring the stability and economy of supply, he is committed to the implementation of the company's full cycle strategy. At the operational level, specific and feasible procurement strategies for renewable products and energy shall be formulated for the specific region where the factory is located combination with local policies. Tyler Pan graduated from Tongji University with a master's degree in management.
Mr. Yue Wang 王越

Mr. Yue Wang 王越
Mr. Wang is General Manager of Strategy and Operation, China Jointernet (Beijing) Energy Services Co.,Ltd.. He is responsible for environmental rights related work such as green power, green electricity certificates, and carbon trading. He manages green power and green certificate trading operations in over 20 provincial business regions and has participated in multiple cross-provincial and cross-regional green power and green certificate trading projects, as well as integrated projects for source-grid-load-storage and consulting projects on the connection between power markets and carbon markets.
