As one of the major annual events of the European Union Chamber of Commerce in China, the Cybersecurity Conference has been held for six consecutive years since 2016, becoming a well-recognised industry event on cybersecurity and data compliance for foreign companies operating in Chinese market, due to its focus on legislative developments and interpretation of relevant regulations.
A number of cybersecurity-related regulations have been published and implemented over the past year, including the Measures for Cross-border Data Transfer Security Assessments, Measures for the Standard Contract for the Outbound Transfer of Personal Information, the Personal Information Protection Certification Regime and the Interim Measures on the Administration of Generative Artificial Intelligence Services. Of particular note, in August 2023, the State Council released its Opinions on Further Optimising the Foreign Investment Environment and Increasing Efforts to Attract Foreign Investment, and in September, the Cyberspace Administration of China issued a draft Provisions on Regulating and Promoting Cross-border Data Transfers, which aims to adjust the current regulatory framework for outbound data flow, sending positive signals on encouraging foreign investment and promoting cross-border data transfer in a safe and orderly manner.
Through analysis and discussion by industry experts, academia representatives and lawyers on these regulations and more, the 2023 edition of the conference will help member companies to better understand the current regulatory environment and policies in China in order to establish a comprehensive compliance framework for their business operations.

Mr. Michael Chang
Mr. Michael Chang
Member of China Leadership team, EVP, Head of CX Strategy & Technology, Board Member of Nokia FUNO. He has over 22 years of managerial experience in multinational companies on ICT research & innovation, standardization, technology strategy and regulations and Pre-sales. After joining Nokia, he has assumed various managerial roles in research & standardization, strategy & regulations, Solution Pre-sales/Sales support. He currently looks after all major technologies frontline relevant to Nokia mission and thought leadership in Greater China, e.g. 5G/6G, oRAN/vRAN, critical network evolution, cloud & digital transformation, technology policies for cybersecurity and data security.
Supervisory Board Member of CCSA (China Communication Standard Association). National Chair of ICT working group, EU Chamber of Commerce in China (EUCCC). Michael served as Vice President and Board Member for EUCCC (2017-2019), where he played a leading role in China-EU high level dialogue on High-Tech & Digital policies and cross-industry exchanges. Michael was a member of the “EU-China Expert Group on Digital Economy & Cybersecurity” formed by China & EU government as top dialogue platform on digital policies coordination.
Dr. Hong Yanqing

Dr. Hong Yanqing
Dr. Yanqing Hong is Professor in Beijing Institute of Technology. He focuses on data protection, cross-boarder data flow and cybersecurity related legal issues. He now leads the standardization project on personal data protection under the National Information Security Standardization Technical Committee of China, and acts as deputy head of the drafting task force for Guidelines for Data Cross-Border Transfer Security Assessment. He regularly participates in the bilateral or multilateral dialogues on cyber related issues, such as China-EU Digital Economy and Cybersecurity Expert Working Group which is organized by the Cyberspace Administration of China and DG Connect of the EU Commission. He received his Ph.D. in Law from the School of Law, Utrecht University, the Netherlands.
Dr. Xiaowei Yang

Dr. Xiaowei Yang
Dr. Yang is Assistant to the Head of Industry Promotion Institute of CICS-CERT. He has long been deeply engaged in policy and industry research in the fields of data security, personal information protection, and industrial information security, and has supported CAC, MIIT among other government ministries to promote the management work of data security. He was deeply involved in the drafting of regulations and policies such as Network Data Security Management Regulations and Memorandum of Cooperation on Data Cross-border Flow of in the Greater Bay Area, and supported relevant government departments on project topics of cybersecurity review, cross-border data security management and international consultation, personal information protection of applications, data security governance of platforms, and establishment of national data security innovation system.
杨晓伟,博士,国家工业信息安全发展研究中心产业促进所所长助理,长期深耕数据安全、个人信息保护、工业信息安全等领域政策、产业研究,支撑中央网信办、工信部等部委推进数据安全管理相关工作,深度参与《网络数据安全管理条例》《粤港澳大湾区数据跨境流动的合作备忘录》等法规政策起草,支撑有关部委开展网络安全审查、数据跨境安全管理与国际磋商、App个人信息保护、平台数据安全治理、国家数据安全创新体系建设等工作。

Mr. Raymond Wang
王新锐律师长期深耕网络安全和数据保护业务,其提供深度法律服务的客户包括数十家中外顶级科技公司,亦为多个中央部委和地方政府的数据立法和监管工作提供支撑。王新锐律师作为中方专家,入选ICC(国际商会)、B20(二十国集团工商峰会)等国际组织的数字治理工作组。此外,王新锐律师是《个人信息保护国际比较研究》《数据服务框架》两本书的主要作者,并有大量文章和译作公开发表,专业观点经常被新华社、人民网等国内外主流媒体引用。近两年,王新锐律师作为课程讲师在北大、清华等多所著名高校讲授网络法和数据保护相关内容,并兼任对外经贸大学法学院高级研究员。2018年以来,王新锐律师在TMT和数据保护领域先后获得Chambers、The Legal 500、ALB、《商法》、China Law & Practice、asialaw、LEGALBAND等多个法律专业评级机构的推荐,其中包括ALB China十五佳TMT律师、The Legal 500亚太数据保护领先律师(2021-2024)、LEGALBAND中国顶级律师排行榜:网络安全和数据保护(第一梯队)(2019-2023)等个人奖项。
Raymond Wang graduated from Tsinghua University, Faculty of Law, with a degree of LLB and has been practicing law for more than 18 years.
Raymond’s focus is on cybersecurity and data protection and frequently advises leading multinational and domestic technology companies and ministries and local governments with respect to legislative and regulatory programs.
Raymond sits on the expert panel for the ICC’s Data Governance Working Group and the B20 Organization Compliance Working Group. He is one of the key authors of the monograph “International Comparative Study on Personal Information Protection" and “Data Service Framework". He has published many articles, reports and translation works in the field of personal information protection, and also has taught courses related to data protection and cyber law in Peking University and Tsinghua University.
He was listed as one of the 2021 ALB China Top 15 Lawyers in TMT area by Asian Legal Business and as "Leading individuals in data protection area" by The Legal 500. The awards he has gained also include China Top 15 Lawyers – Cybersecurity and Data Protection (Tier one) by LEGALBAND in 2019, 2020 and 2021.
Mr. Renzhuo Zhang

Mr. Renzhuo Zhang
Zhang Renzhuo began to engage in privacy protection technology research and established Huawei's first privacy protection technology team in 2014. During his career in Huawei, he completed the research and development of many cutting-edge privacy protection technologies, a large amount of which has been applied to products such as smartphones, Apps, cloud, etc. In 2020, he founded PrivacyPioneer that the company focuses on privacy compliance management and technical solutions. Being the first Chinese manufacturer included in IAPP, PrivacyPioneer's current customers include Fortune 500 companies, covering automobile, finance, Internet and many other industries.
Ms. Barbara Li

Ms. Barbara Li
Barbara is a partner based in Beijing. With almost three decades’ experience working in a senior in-house legal role at the Beijing and London offices of leading international firms, as well as providing business consultancy services at PwC, Barbara brings a wealth of knowledge to advising international and Chinese companies and financial institutions on doing business in China and globally. She focuses her practice on complex, cross-border M&As, joint ventures, strategic alliances and foreign direct investment in a wide range of industries including the high-tech, telecom, energy, infrastructure, automotive, pharma and high-end manufacturing industries. She also counsels Chinese companies on their outbound strategies and major transactions.
Barbara has a particular interest in the cyber, data, technology and FinTech sectors, with significant experience advising international companies and financial institutions on navigating China’s evolving legal regime governing data and cybersecurity. She is regularly engaged by clients to provide legal support on high-stakes data and cybersecurity-related issues including managing complex, cross-border data transfers, the digital transformation of businesses, and the deployment of emerging technologies such as AI, cloud computing and blockchain. Barbara also advises Chinese companies on global data compliance projects under the laws of other countries, such as the EU GDPR. She is recognised as a Certified Information Privacy Professional (CIPP/EU) by the International Association of Privacy Professionals (IAPP) and is an IAPP-designated writer for the Asia-Pacific region.
Barbara is widely recognised in the Chinese market as an eminent data/tech lawyer and is described as “having extensive experience in complex TMT regulatory issues” by Legal 500. She is ranked as a leading individual in corporate, M&A, TMT and FinTech by various legal directories, including Chambers, Legal 500, Asian Legal Business, IFLR1000 and WhichLawyer, and received the China Top 15 TMT Lawyer award 2020 from Asian Legal Business.
Benefiting from her in-house experience, Barbara works closely with the industry and is frequently invited to share her insights at premier international professional and industry conferences organised by the IAPP, the Asia Privacy Forum and the Economist Corporate Intelligence Network, among others. She served as the vice chair of the Cybersecurity Sub-Working Group and the Construction Working Group of the EU Chamber of Commerce in China for several years.
Ms. Xiaowen Ma

Ms. Xiaowen Ma
Xiaowen Ma serves as Senior Public Policy Manager for Infineon Technologies. She currently chairs the European Chamber’s Cybersecurity Sub-working Group. Prior to this role, Xiaowen worked as Senior Business Manager at the European Chamber, where she was responsible for the Information and Communication Technology Working Group and the Cybersecurity Sub-working Group, led the Chamber’s engagement with Chinese and European governments and other stakeholders in the ICT field, and provided counselling to European companies on market entry and regulatory issues, especially on cybersecurity, encryption, data protection and telecoms/cloud.
Xiaowen holds a Master’s degree in European Affairs from Sciences Po Paris, and a Bachelor’s degree in French Language and Literature from Renmin University of China.
