The Paris Agreement set an ambitious goal to limit global warming to well below 2°C, preferably to 1.5 degrees, in comparison with pre-industrial levels, which has prompted a series of measures to achieve this target. In response to mitigate climate change, countries and businesses have adopted global decarbonisation pledges to fulfil their Environmental, Social and Corporate governance (ESG) commitments. Decarbonisation has become a global imperative and one of the top priorities for governments, companies, and society at large.
The European Chamber is delighted to invite a group of experts in this field to share their insights on decarbonisation, with the discussion focusing on the impacts of the carbon pricing scheme, decarbonisation technologies and their implementation, approaches to address the current challenges as well as how to utilise potential opportunities.

Mr. Carlo Diego D’Andrea

Mr. Carlo Diego D’Andrea
Founder and Managing Partner of D’Andrea & Partners Legal Counsel, and Founder of DP Group.
Graduated in Law at the University of Teramo (Italy), he then subsequently obtained a Masters’ degree in Corporate Advisor at LUISS University in Rome and a Diploma in Chinese Studies at Nanjing Normal University and is a member of the Italian Bar Association.
Mr. D’Andrea arrived in China in 2005 and is fluent in Italian (mother tongue), English, Mandarin Chinese and Spanish. He mainly deals with cross-border mergers and acquisitions, assistance in ODI/FDI and intellectual property rights.
He is also acting as Vice President of the European Chamber and Chair of the Shanghai Chapter.
Mr. Richard Lin

Mr. Richard Lin
Richard Lin is a Partner with KPMG Carbon Services Limited, responsible for GHG/environmental management services, carbon markets and EU Green Deal. He was elected Vice Chair of Carbon Market Working Group at European Chamber of Commerce in China. Richard leads a team of GHG/energy/environmental engineers and specialists on international standards and regulations. He also leads KPMG's global team specialised in the EU CBAM.
Mr. Cormac Crossan

Mr. Cormac Crossan
Cormac is a passionate thought-leader in the real estate technology space. He has had many roles including enterprise software sales, data centre sales and most recently global business development for Schneider’s Workplace IoT technology offer. Cormac is passionate about helping create smarter and more sustainable buildings that deliver outstanding financial performance for the entire value chain. He has a keen interest in cross-pollination between industries, digital disruption, change management, diversity and the social psychology of technology adoption.
Mr. Miguel Montoya

Mr. Miguel Montoya
Mr. Montoya has been working with KPMG since 2000, when he joined from another first tier consulting firm. Before coming to China in 2005, he developed an specialization supporting cross-border M&A transactions between Europe, US and LatAm.
In 2005 Mr. Montoya joined KPMG’s Deal Advisory practice in China, and has since provided advisory services to a range of western multi-national firms investing in China and Hong Kong.
Mr. Montoya has been involved in some notorious transactions by Chinese multinationals, such as the acquisitions of Pirelli and Kraus Maffei by ChemChina, the acquisition of a 50% interest in Argentina’s largest gold mine by Shandong Gold, Spanish global leader in sport rights management and broadcasting, Imagina or recent acquisitions by Chinese firms of energy transmission and distribution assets in Peru and Chile, he is regarded as a reference in outbound M&A in industry in Northern China.
Mr. Montoya is the partner tasked with upholding KPMG’s support to the European and US multinational community in Northern China. In this role, he represents KPMG as a member of the Advisory Committee of the European Chamber in China.
Dr. Hengwei Liu

Dr. Hengwei Liu
Dr. Liu is a senior executive with nearly 20 years of experience in the field of energy with leading companies in the Oil & Gas and Power & Utilities sectors. He started his career as a power plant engineer as well as commissioning & operations manager, later becoming an energy technologist, and ultimately advancing to managerial positions.
He has spent his career at the intersection of academia, think tank, government, and industry in China, Saudi Arabia, and the United States, giving him a unique blend of academic credibility, deep industry knowledge, and extensive international experience.
He is a frequent speaker and panelist on global forums on topics related to energy and climate change as well as technology innovation. His expertise centers on a broad and deep understanding in global energy markets, geopolitics, climate change, technology innovation, as well as ESG & net zero solutions.
刘博士具有 20 多年能源和气候变化行业跨国从业经验,对气候变化与零碳能源转型、企业ESG与净零解决方案、国际能源市场、技术创新、公共政策、地缘政治等有较为深入了解,曾就职于中国、美国、欧洲和沙特的跨国能源公司、世界知名大学、国际顶级智库,并作为外部咨询顾问为国际组织、国际战略咨询公司,以及中国、美国和沙特的政府部门提供决策支撑。

Mr. Mickael NAOURI
Mickael Naouri is the Corporate Affairs Director & H2E Senior Business Developer for Air Liquide China, a leading French industrial gases company. Michael is responsible for developing the hydrogen strategy and marketing for Air Liquide in Asia Pacific, having previously worked for Air Liquide on refinery, chemical and energy topics for the large industry business line. Mickael is the former National Vice Chair of the Energy Working Group (2020-23) and is currently based in Shanghai.
