The result of Germany’s federal election on 26th September will herald a new era. With Angela Merkel stepping down after nearly 16 years at the helm of the EU’s largest economy, it remains uncertain who will succeed her and what kind of coalition will take power.
Given the real differences between Germany’s political parties on key issues such as the stance towards China, and domestic and foreign policy, the results will undoubtedly redraw the contours of the country’s political landscape.
What is Germany’s new foreign policy outlook likely to be? How will the new administration impact EU policy? What is the outlook for EU-China relations in this new era, and will there be an impact on European business in China?
In the latest edition of the European Chamber’s Experts Talk Series, we are delighted to welcome a strong line-up of prominent speakers to answer these and other questions. Top academics, illustrious researchers, analysts and think-tank specialists, and a European parliamentarian will gaze into the crystal ball just two days after the election.

Dr. Janka Oertel
Dr. Janka Oertel
Dr Janka Oertel is the Director of the Asia Programme at the European Council on Foreign Relations. She previously worked as a Senior Fellow in the Asia Program at the German Marshall Fund of the United States’ Berlin office, where she focused on transatlantic China policy including on emerging technologies, Chinese foreign policy and security in East Asia. Prior to joining GMF, she served as a program director at Körber Foundation’s Berlin office.
She holds a PhD from the University of Jena. Her dissertation focused on Chinese policies within the United Nations. She was a visiting fellow at the German Institute for International and Security Affairs (SWP Berlin) and worked at United Nations Headquarters, New York, as a Carlo-Schmid-Fellow. She has published widely on topics related to EU-China relations, US-China relations, security in the Asia-Pacific region, Chinese foreign policy, 5G and emerging technologies as well as climate cooperation.

Jörg Wuttke is Chief Representative of BASF China, based in Beijing.
Jörg Wuttke was President of the European Union Chamber of Commerce in China from 2007 to 2010, 2014 to 2017 and again from 2019 to 2023. From 2001 to 2004 Mr. Wuttke was the Chairman of the German Chamber of Commerce in China.
Since its establishment in 2013, Mr. Wuttke is member of the Advisory Board of Germany’s foremost Think Tank on China, Mercator Institute for China Studies (MERICS), in Berlin. He lived in China for more than 30 years.
Mr. Joachim Koschnicke
Mr. Joachim Koschnicke
Joachim Koschnicke works in the Corporate & Public Affairs Strategies Practice in the Berlin office. He focuses on advising companies on strategic stakeholder communications, campaigning and positioning in the political sphere.
Before Joachim joined Finsbury Glover Hering in 2018, he advised Chancellor Merkel as Head of Strategic Planning and Strategic Communications during the federal election in 2017 – as he did from 2005 to 2011. From 2013 to 2017 he worked at General Motors Europe / Opel&Vauxhall as Vice President Public Policy & Industry Strategy. From 2011 to 2013 he was Managing Director with a German company specialized on opinion surveys in the political, commercial & media environment.
Joachim started his career with Bosch and Siemens Home Appliances as Inhouse Consultant of the Board’s Strategic Planning Unit. Joachim studied Business and attended Executive Trainings with Insead and Stanford in Measuring Cooperate Performance and Transformational Leadership. He is Founder and Member of the Board of the NGO InCharge and Member of the Advisory Board of the Berlin based Quadriga University.
Mr. Noah Barkin
Mr. Noah Barkin
Noah Barkin is Managing Editor with Rhodium Group's China practice, based in Berlin, where he focuses on Europe-China relations and transatlantic China policy. He is also a Senior Visiting Fellow in the Asia Program at the German Marshall Fund of the United States and creator of the “Watching China in Europe” newsletter and podcast.
Previously he worked as a bureau chief, regional editor and roving European correspondent for Reuters, based in Berlin, Paris, London and New York. He has also written for publications including The Atlantic, The New York Times, Foreign Policy and Politico. Noah has been a visiting fellow at the Mercator Institute for China Studies in Berlin and the American Institute for Contemporary German Studies in Washington. He is a regular speaker and moderator on European policy issues and the author of a book on the euro. A native Californian, he has a Bachelor’s degree in Political Science and French from U.C. Berkeley and a Master’s degree from Columbia’s School of International and Public Affairs.
Mr. Reinhard Hans BÜTIKOFER
Mr. Reinhard Hans BÜTIKOFER
REINHARD BÜTIKOFER is a Member of the European Parliament (Greens/EFA). He sits on the Committee on Foreign Affairs (AFET), where he serves as Greens/EFA foreign affairs spokesperson, and on the Committee on International Trade (INTA) as a substitute member. He is the Chair of the European Parliament’s Delegation for Relations with the People’s Republic of China as well as a member of the Delegation to the United States and a substitute member of the ASEAN Delegation.
From 2012 to 2019 he was co-chair of the European Green Party (EGP). Before getting elected to the European Parliament in 2009, Mr. Bütikofer was the Co-Chair of the German Green Party BÜNDNIS 90/DIE GRÜNEN (from 2002 until 2008). He was the party’s Secretary General from 1998 until 2002. Prior to that he served as the Chair of the Greens in the Federal State of BadenWürttemberg. From 1988 until 1996 he served as a Member of the Baden-Württemberg State Parliament. His engagement with the German Greens began when he was elected as a member of the city council in Heidelberg in 1984.
Besides his positions in the party and parliament Mr. Bütikofer is a member of the Europe/Transatlantic Advisory Board and the General Assembly of the Heinrich Böll Foundation, the NABUClub, the trade union ver.di, the German-Israeli Society and the German-Chinese Dialogue Forum,as well as the DGAP, the ECFR and the IISS.

Professor FENG Zhongping is Director of the Institute of European Studies, Chinese Academy of Social Sciences (CASS), also President of the Chinese Association for European Studies. Prof. FENG received PhD at the Department of history in the University of Lancaster, UK. His research focuses on the EU, Sino-European relations, transatlantic relations, NATO, etc. He is author of many books and papers both in Chinese and English.
