European Chamber Outlines Strategic Measures to Elevate Shanghai’s Attractiveness to Foreign Investors

12th November, Shanghai – The Shanghai Chapter of the European Union Chamber of Commerce in China today released its Shanghai Position Paper 2025/2026, outlining a clear pathway for the city to optimise its business environment, including by increasing the city’s level of internationalisation.

The sixth edition of the Shanghai Position Paper offers five key recommendations to local authorities that, if implemented consistently, would boost business confidence among foreign investors.

These include: having a ‘one-Shanghai policy’, which would entail improving intra-district coordination; increasing Shanghai’s overall level of internationalisation; supporting small and medium-sized enterprises’ growth; enhancing Shanghai’s competitiveness in the green transition; and strengthening supply chain resilience in Shanghai and the broader Yangtze River Delta region.

“European companies would be willing to invest more in Shanghai’s future,” said Carlo D’Andrea, vice president of the European Union Chamber of Commerce in China and chair of the Shanghai Chapter. “However, they need to see significant reforms that demonstrate the local government’s commitment to creating a truly international investment destination.”

中国欧盟商会擘画一系列举措,提升上海对外资吸引力

2025年11月12日,上海——中国欧盟商会上海分会今日发布《2025/2026上海建议书》,为进一步优化上海营商环境提出清晰路径,其中包括提升城市国际化水平。

作为第六版《上海建议书》,该报告向地方政府提出了五项主要建议。若这些建议能得到持续有效落实,将有助于提振外资企业对上海的商业信心。

这些建议包括:出台“一个上海政策”,加强各区间协调联动;进一步提升城市整体国际化水平;支持中小企业发展;增强上海在绿色转型中的竞争力;以及加强上海及长三角地区的供应链韧性。

中国欧盟商会全国副主席、上海分会主席代开乐(Carlo D’Andrea)表示:“欧洲企业愿意投资上海的未来。然而,要实现这一目标,企业需要看到地方政府更有力的改革举措,彰显其致力于将上海打造为真正国际化投资目的地的承诺与决心。”
