Beijing, 5^th December, 2017 – The European Union Chamber of Commerce in China today launched its European Business in China – Shenyang Position Paper 2017/2018 (Shenyang Position Paper). The paper calls on the city to refocus efforts to revitalise its economy on giving free rein to the private sector. It also advocates establishing modern and transparent governance, strengthening human resources and creating a more liveable environment rather than building more industrial parks and free trade zones, and continuing to extend support to state-owned enterprises.

The Shenyang Position Paper is the first publication by any foreign chamber of commerce to focus on the city. It is based on the concerns of European businesses operating in Shenyang, and contains practical recommendations as to how the local authorities can improve the business environment for both European and Chinese companies. Key recommendations include: improving transparency; establishing a fair environment for SMEs; creating incentives to retain local, skilled labour; improving options for international education; boosting the city’s liveability; and developing a strong tourism industry. It is hoped that these recommendations will form the basis for more dialogue between the local authorities and the European business community that will lead to improvements to local operating conditions, which in turn will help to reverse the current course of Shenyang’s economy.

“It is no secret that Shenyang is currently facing enormous challenges as it attempts to transform both its economy and its image, but the European Chamber believes in the potential of this city,” said Shenyang Chapter Chairman Harald Kumpfert. “It will require the implementation of reforms that will give full play to market forces. Our aim is to support the municipal government in developing the new policies and programmes that will facilitate this necessary change.”
