2022年,我国有关部门持续推进出口管制相关立法工作。2022年12月30日,商务部会同科技部等部门对《中国禁止出口限制出口技术目录》(简称《目录》)做出修订,拟将稀土、集成电路、光伏硅片、电子器件、激光雷达等原材料或技术列入禁止或限制出口的范畴。

The Chinese Government has continued its legislative efforts in terms of export control over the past year. On 30th December 2022, the Ministry of Commerce, the Ministry of Science and Technology, and several other relevant authorities jointly announced a series of amendments to the Catalogue of China’s Prohibited and Restricted Technology Export (Catalogue), proposing that certain raw materials or technologies—namely rare earths, integrated circuits, photovoltaic silicon wafers, electronic devices and laser radar—be included in the scope of export prohibition or restriction.

International Women's Day originates from the feminist movements that took place in Europe and the Americas in the early 20th century and has been celebrated for over 100 years, through which women's rights in the workplace and life have been increasingly emphasized. This year, it is celebrated under the theme Embrace Equity, calling on all people to participate in gender equity and work together to achieve an inclusive world.

Therefore, the European Chamber plans to organise an online event on "Women in Business", in which we would like to invite member companies to discuss the challenges and former practices regarding promoting workplace gender equity and outstanding women to share their experiences in overcoming the barriers. The event aims to build a community of women in the workplace and help them to make their voices heard.

国家互联网信息办公室发布的《数据出境安全评估办法》(以下简称“《办法》”)于2022年9月1日正式施行。按照《办法》要求,满足安全评估申报门槛的数据处理者需通过评估后方可向境外提供数据,其既有数据出境活动,需在2023年3月1日前完成整改。

The Measures for Cross-border Data Transfer Security Assessments (Measures) issued by the Cyberspace Administration of China (CAC) came into effect on 1st September, 2022. According to the measures, data handlers meeting the pre-specified thresholds have to apply for a cross-border data security assessment before transferring their data across borders, and existing transfers will have to become fully compliant by 1st March, 2023.

At the end of 2022, the Central Committee of the Communist Party of China and the State Council issued the Opinions on Building Basic Systems for Data to Better Give Full Play to the Role of Data Resources (Twenty Data Measures), proposing twenty measures for the establishment of a property system, a circulation and trading system, an income distribution system, and a governance system. The Twenty Data Measures aim at fully leveraging China’s abundant data resources and rich application scenarios, tapping into the potential of data resources, and shedding light on the Chinese-style data governance.
