SME Forum WG Meeting

Dear SME Forum Members,

The next SME Forum meeting is scheduled to take place on Monday 19th October in Shanghai. Next to the sharing of an important announcement regarding the leadership of the Forum, the meeting will revolve around recent developments in visa regulations with a particular focus on SME enterprises.

Following recent regulatory developments, it is expected that a select number of regulations surrounding the hiring of skilled foreign staff will be somewhat relaxed. Still, hurdles in hiring foreign talents remain and the rapid pace of development in visa regulations make it hard to keep up for even the most in-tune HR professionals. Will foreign-owned SMEs stand to benefit? To help clarify these issues we will have the pleasure to welcome Ms. Tina Li, Senior Associate at Taylor Wessing to present an overview of the latest in Visa Legislation and other Developments along the lines of a case study, as well as Ms. Rosanna Terminio, Managing Partner at Asecorp China who will share an analysis of the costs and benefits of hiring foreign staff in Shanghai.

The Ministry of Human Resources and Social Security (MOHRSS) issued the finalized regulation relating to labour dispatch (namely, the Interim Provisions on Labour Dispatch) on 24 January 2014. The Labour Dispatch Regulations takes effect from 1 March 2014. With the transitional provisions, enterprises could handle the issue within two years after the effective date of the Interim Provision ( i.e., before 1 March 2016)

Dear R&D Working Group members,

After having been on the road across China and having visited 8 major cities since May this year, the EU Delegation’s Research and Innovation Tour is finally arriving in Shanghai on October 13-14. Comprising of about 14 EU member state representatives and other prominent EU stakeholders, the EU-led delegation with be engaged in a full set of activities, seminars and local stakeholder meetings in the Shanghai area. One of these meetings is with the European Chamber’s R&D Working Group, kindly facillitated by the EU Delegation, where we will have the opportunity to liaise with them by presenting our position paper and align on our key messaging.
